국제개발협력 분야에서 시민사회는 국가 중심 주도의 개발 실패에 대한 대안으로 주목받게 되었다. 국제사회의 이러한 인식은 개도국CSO에 대한 직접적인 관심으로 확장된다. 그러나 개도국CSO가 본연의 역할을 충실히 수행하기 위해서는 역량강화, 균등한 기회 확보, 충분한 재정 지원 등을 통해 이들이 가진 고유한 역량을 최대한 발현할 수 있도록 하는 시민사회를 위한 우호적 환경이 중요하다. 시민사회를 위한 우호적 환경에 관한 개념적 접근 방식은 크게 제도적 접근과 사회경제적 접근법으로 나뉜다. 반면 2013년 발표된 CIVICUS의 우호적환경지표(Enabling Environment Index, EEI)는 시민사회가 발전하기 위해서는 시민 개인의 역량개발의 중요함을 시사한다. 본 논문은 시민사회 우호적 환경 지표에 대한 비판적 분석을 토대로 시민 참여 지표의 중요성을 살펴보고, CSO가 수행하는 국제개발협력 사업의 성과와 목표에 우호적 환경 조성을 포함할 것을 제안한다.In the area of international development cooperation, civil society has attracted attention as an alternative to the failure of the nation-centered development. This awareness of the international community extends to direct attention to CSOs in the developing countries. However, in order for CSOs in developing countries to faithfully fulfill their roles, the importance of an enabling environment for CSI has been emphasized in order to maximize their unique capabilities through strengthening capacity, equal opportunity, and sufficient financial support. The conceptual approach to enabling environment for CSO is divided into institutional approach and socio-economic approach. On the other hand, CIVICUS's Enabling Environment Index(EEI), announced in 2013, suggests the importance of individual capability building for civil society to develop. This paper emphasizes the importance of the citizen participation on the index production of the enabling environment for CSO, and suggests to create an enabling environment for CSO in order to achieve the goals of international development cooperation.
