본 연구의 목적은 한 사회의 거시적 맥락을 구성하는 문화적 특성이 사회복지에 어떠한 영향을 미치는가에 대한 분석을 하는 것이다. 적극적 의미의 복지 개념인 소득불평등 해소는 한 사회 구성원들의 상호작용 양식인 문화(문화이론에서 제시하는 집단 및 격자)의 영향을 받는다는 기존 이론적 논의를 확장시켜, 본 연구는 1) 문화의 영향력이 얼마나 직접적인가(또는 간접적인가), 그리고 2) 국가적 특성에 따라 어떠한 차별적 영향력을 가지는가에 대한 분석을 실시하였다. 전자에 대한 분석에 있어서는 양적 분석인 경로분석을, 후자에 대하여는 질적 분석인 필요/충분조건 분석을 실시하였다. 서구 19개 국가를 대상으로 분석한 결과, 첫째, 집단 성향이 소득불평등의 감소에 대하여 가장 중요한 직접적 영향력을 가지는 변수로 나타났다. 반면 격자 성향은 소득불평등을 높이는 영향력(직접적 효과)을 가지지만, 현금이전지출정책에 의해 매개되는 경우, 격자 성향과 복지정책이 상호 상쇄되어 격자가 소득불평등을 높이는 정도가 낮아짐을 알 수 있었다. 즉 집단 성향이 강한 국가에서는 특정한 복지정책이 실시되지 않더라도 소득불평등이 상대적으로 높지 않은 수준으로 유지될 수 있는 반면, 격자수준이 높은 국가에서는 복지정책이 없다면 소득불평등이 상당히 높아진다는 것이다. 둘째, 문화의 소득불평등에 대한 복지국가유형별 필요/충분조건 분석 결과 복지국가 유형별로 문화변수와 소득불평등 정도의 관계가 차이를 보였다. 즉 영미형 및 남부유럽형 국가들은 집단 특성이 소득재분배에 대한 충분조건이었고, 북구형 및 유럽대륙형 국가들은 집단 특성이 소득재분배에 대한 필요조건이었다. 한편, 영미형 국가들은 격자 특성이 소득재분배에 대한 충분조건이었으나, 유럽대륙형・남부유럽형・북구형 국가들은 격자 특성이 소득재분배에 대한 필요조건이었다. 요컨대, 소득재분배에 대한 집단 특성의 설명력은 북구형과 유럽대륙형 국가들에서 특히 높았고, 격자 특성의 설명력은 영미형 국가들에서 매우 제한되는 것으로 나타났다.The goal of this study is to analyze the influences of culture on social welfare(in this study income inequality). Culture as interaction patterns among actors in a society can be seen as diverse aspects of impacts on social welfare; 1) the direct/indirect influences(when it comes to indirect influences, the welfare policy such as cash benefits can play a mediating role between culture and income inequality) and 2) necessary/sufficient conditions on income inequality. Using data from 19 Western countries, this study applies path analysis for the former and necessary/sufficient condition analysis for the latter. First, ‘group’ is the most influential factor to decrease the income inequality, and when group effects are combined with cash benefits policy, the decreases in income inequality become more effective. On the contrary, the direct impacts of ‘grid’ is to increase the income inequality. However, if the grid is mediated through the cash benefits policy, the extent of income inequality could be alleviated. Second, while ‘group’ is a necessary condition to the income inequality in Northern European and European countries, it is a sufficient condition in Southern European and English countries. On the other hand, while ‘grid’ has a necessary relations with income inequality in all the European countries, it is a sufficient condition in English countries.
