유엔 안전보장이사회에서 대북 제재의 주요 품목으로 대북 석유 제재를 둘러싸고 미중이 갈등이 격화되면서, 국제사회는 북한 석유화학산업에 대한 관심이 증폭되고 있다. 이 연구에서는 냉전 시기 단동-신의주 국경의 봉화화학공장과 중조우의관(송유관), 북소 국경의 라진 지역의 승리화학공장에 대하여 검토하도록 한다.
북한지역의 석유화학산업은 태평양시기 미국의 대일 석유금수조치에 대항하여 일제가 석유저장설비와 석탄액화설비가 건설되면서 본격적으로 시작되었다. 냉전시기 중국과 소련이 전후 북한의 재건을 위한 원조의하여 석유화학설비가 재건되었고, 고난의 행군 시기 산업이 붕괴되는 과정에서 관련 산업에 대한 투자와 설비증설이 이루지지 않았고, 승리화학은 1999년 생산이 중단되었다. 따라서 냉전시기 북한의 석유화학설비의 수준을 분석하는 것은 현재 북한의 석유화학산업의 수준을 이해하는데 중요한 초석이 되고 있다. 북한 석유문제에 대하여 연구에 제약이 있는 상황에서 이 연구에서는 북한석유산업에 대한 접근법과 자료, 석유산업의 기원, 냉전시기 건설된 석유화학콤비나트의 설비, 그리고 석유화학콤비나트의 생산물에 대하여 분석하도록 한다.As the conflict between China and the United States over the North Korea oil sanction in United Nations Security Council(UNSC) became more intense, the attention of the international society to the North Korea petrochemical industry is increasing. The purpose of this study is to examine the Sungri Chemical Plant in Rajin area of the northern border,Sino-DPRK Friendship Oil Pipeline, and Ponghwa Chemical Factory in the vicinity of Dandong-Sinuiju of the China-North Korea border during the Cold War.
The petrochemical industry of North Korea began in earnest when the Empire of Japan built the petroleum storage facility and coal liquefaction plant against the United States oil embargo on Japan in the Pacific War. During the Cold War, China and Soviet Union rebuilt the petrochemical facilities for reconstruction of post-war North Korea. However, investment in the related industry and facility expansion were not conducted in the process of the collapse of the industry during the Arduous March and Sungri Chemistry finally ceased the production in 1999. Therefore, analyzing the standard of North Korean petrochemical plants during the Cold War is becoming an important cornerstone to understanding the level of the North Korean petrochemical industry. In a situation where research is limited on the North Korean petroleum issue, this study aims to analyze the data and approach on the North Korean oil industry, the origin of the petroleum industry, and products and facilities of petrochemical combinat constructed during the Cold War.
