이 글의 목적은 유럽 내 시리아 난민의 유입과정에서 나타나는 영향을 사회안보 개념을 원용해 분석하고, 이를 통해 난민의 복합적 성격이 유럽사회에 야기하는 갈등과 그 의미를 분석하는데 있다. 유럽 난민유입에서 나타나는 혼합이주는 이주자와 난민이 해외목적지에 도착하기 위해 동일한 경로와 이동수단을 사용하면서 국가의 의무와 선택 사이의 충돌이 나타나고 있음을 보여주고 있다. 무엇보다 난민의 대규모 유입으로 난민지위 인정이 감소하고 보완적 보호 조치가 증가하고 있다. 이러한 조치는 심사기간 지연문제를 완화해주고 있으나, 난민의 권리 축소와 이의신청 증가로 이어지고 있다. 이러한 상황에서 극우정당에 대한 지지 증가는 향후 난민의 권리보호가 오히려 후퇴할 수 있다는 우려를 낳고 있다. 본 연구는 난민보호를 위해서는 인식의 변화를 위한 노력과 함께 혼합이주에 대한 대응ㆍ보호 방안이 조속히 마련될 필요가 있음을 보여주고 있다.The purpose of this study is to explore the impact of massive influx of Syrian refugees in Europe with the framework of societal security concept. ‘Mixed flows’ to Europe, where refugees and economic migrants tend to share the same routes to reach their destinations, resulted in the conflicts between the responsibility of states to protect refugees and the rights to control their boarders. At the same time, a subsidiary/humanitarian protection status is more often granted, facilitating the review process. However provisional measures claim refugees’ rights, increasing appeal cases. The electoral successes of European right wing parties poses another challenge to refugee protection efforts. This study suggests that more efforts are to be made to enhance the advocacy of refugee protection and to develop an effective mechanism to tackle with mixed migration.
