본 연구는 지방자치의 문제를 지방 민주주의(local democracy)의 관점에서 바라보면서 그간 지방자치에 대한 학술연구를 지배해 왔던 행정학적 접근법이 지난 근본적 한계가 무엇이며, 그것이 지방자치에 관한 이론과 현실을 어떻게 제약해 왔는지를 살펴보는 데 우선적인 목적을 두고 있다. 또한 본 연구는 우리나라에 지방자치가 재도입된 이후 정치학계에서 지방자치의 문제에 대해 어떻게 학문적인 접근을 시도해 왔으며, 어떤 연구 성과들을 축적해 왔는지를 정치학계의 주요 저널들에 실린 지방자치 관련한 논문들의 내용 분석을 통해 비판적으로 검토하는 데도 관심을 두고 있다. 연구결과, 오늘날 지역의 주요 정치과정을 분석하고 지역발전을 위한 전략과 정책형성을 주도해야 할 정치학이 지역 차원에서 학문적으로나 현실적으로나 점차 그 위상을 잃어가는 현상은 정치학의 주요 담론들이 대부분 거시적 차원에서 국가나 중앙정부 수준에 국한되어 있고, 지역 차원의 보다 현실적인 미시적 담론들을 제시하지 못하고 있기 때문인 것으로 확인되었다.Viewing all the problems of local autonomy in light of local democracy, this paper has a primary goal to explore such questions as what are fundamental limitations of the public administration approach having exercised a dominant power in the academic research of local autonomy and how do they restrain theories and realities of studies on local autonomy. In addition, it sheds light on how the discipline of political science has been academically dealing with the problems of local autonomy and what kind of research outcomes having been accumulated after the re-adoption of local autonomy system in Korea by critically analyzing the content of local-autonomy-related articles published in major journals in political science. The research outcome shows that some phenomena in which political science is deemed to analyze the major political process and lead strategies and policy formations for regional development but has been loosing its status not only in academia but also in reality results from the fact that principal discourses in political science have been mostly constrained within the state or central government affairs and thus failed to offer more realistic microscopic discourses in regional level.
