반공시대의 귀순용사로 환대받았던 북한 출신자들은 냉전 종식과 북한의 경제난, 그리고 한국사회의 민주화 과정을 거치면서 최근에는 경제이주자로 명명된다. 하지만 여전히 맹위를 떨치고 있는 분단이데올로기와 분단적 정서구조는 이들과의 새로운 공동체 구성을 모색하기보다 ‘특별한’ 이주자로 구별해왔다. 한국사회는 이들을 ‘북한’ 출신이라는 이유로 ‘특별한’ 차별과 동시에 ‘특별한’지원의 대상으로 단순화하였다. 적국 출신자를 향한 차별기제와 동시에 적국을‘배반’했다는 이유에서 이루어지는 정착 지원은 표면적으로는 정반대의 목적과 효과를 만들어내는 것 같지만, 그 이면의 작동 원리는 이들과의 사회적 관계 구축을 교환 관계로만 환원한다는 공통점을 지닌다. 이런 맥락에서 북한 출신자와의 공정한 ‘사회’를 만든다는 것은 호혜성의 근간 없이 '교환'으로만 점철되어 있는 한국사회의 사회적 관계에 대한 근본적인 성찰이 요구된다. 이를 바탕으로 북한 출신자를 사회 구성원의 일부로 환대하려는 윤리적 전환이 절실한 것이다. 분단을 넘어선 호혜적 관계의 복원은 단순히 당위적 명제가 아닌, 북한 출신자와의 ‘사회 만들기’의 시작점이다.At the point of 2017, the number of North Korean migrants in South Korea has exceeded approximately 30,000. While North Koreans used to be called as defected soldiers in the past, they have recently defined as economic migrants given the end of the Cold War and famine in North Korea. However, remaining Cold War ideology and sentiments distinguish them as a rather peculiar migrant. In particular, North Korean migrants are subjected to ‘peculiar’ discrimination as well as very ‘peculiar’ support because of their origin within the division system. Both social discrimination and settlement support towards North Korean migrants may aim to very different effects in a superficial level, the mechanism of the both share similarities that make social relations into a mere exchange system. In this context, making a society with North Korean migrants requires a rather dramatic change in paradigm that goes back to reciprocity in social relations. In order to do this, it is required to question the existing structure of social relations in society in a reflexive manner and to recover the ethical relations of people beyond the division system.
