본 논문은 4차 산업혁명론을 신자유주의 전략의 일환으로 설명한다. 전후 케인스주의에 기반해 황금시대를 구가했던 세계 자본주의는 1970년대 이윤율 하락에 직면하였다. 신자유주의는 이에 대한 국가와 자본의 대응이었다. 신자유주의 전략은 시장에 대한 국가개입에 반대하고 복지 축소나 노동유연성 강화 등을 통해 이윤율 저하를 만회하려 하였다. 이 과정에서 정보통신 기술은 신자유주의 전략을 작동케 하고 물리적 토대가 되었다. 정보통신 기술은 금융자본의 글로벌화를 가능케했으며, 산업자본의 지리적 제약을 완화시켰다. 동시에 정보통신 기술은 자본으로 하여금 부불노동을 활용해 막대한 잉여가치를 확보하게 하였다. 4차 산업혁명론은 이러한 신자유주의 전략과 밀접하게 결착되어 있는 기술 담론이다. 그러나 신자유주의 전략은 빈부격차 심화 및 금융위기를 초래하기도 하였다. 이러한 위기에 대한 대응은 신자유주의의 종결과 케인스주의로의 복귀가 아니었다. 오히려 신자유주의적 국가는 4차 산업혁명과 같은 기술 담론을 활용해 보다 세련된 형태로 신자유주의 전략을 정당화하고 있다.This paperargues that the Fourth Industrial Revolution is a political discourse throughwhich neoliberal states attempt to overcome the crisis of capitalism. In response to the falling rate of profit in the 1970s, neoliberal states, such as the Thatcher and Reagan governments, actively pursued privatization, deregulation, and free trade to maximize the power of the markets. Information-communication technology(ICT) played a critical role in realizing these neoliberal strategies. ICT has enabled capitalists, financial or industrial, to overcome the geographical limitations and exploit a large amount of free labor. On the other hand, the neoliberal strategy could not avoid economic instabilities, such as the 2008 financial crisis. Moreover, vehement social resistance against neoliberalism has taken place, as shown in the Occupy Wall Street movement. Neoliberal states have responded to these problems by relying on new technology discourses, such as the Fourth Industrial Revolution. With theseutopian technologies, neoliberal states have attempted to justify the necessity of labor flexibility to securetheir stable profit.
