이 연구는 권력구조가 대외정책에 미치는 영향을 프랑스 동거정부의 사례를 통해 검토한다. 일반적으로 대통령제나 의회제에서는 각각 대통령 또는 총리가 대외정책의 최고 수장으로서 리더십을 발휘하지만, 반(半)대통령제 또는 이원집정부제에서는 권력과책임의 소재가 명확하지 않다. 프랑스 제5공화국 헌정체제에서는 세 번의 동거정부 시기가 이런 행정부의 양두체제에 해당한다. 특히 처음 두 동거정부가 예외의 상황이었다면 세 번째의 경우 1997년부터 2002년까지 5년간 지속되면서 제도화의 가능성을 보여줄 수 있는 기간이었다.
대외정책이지만 강한 대내적 성격을 가진 유럽정책 사례를 살펴봄으로써 이 연구는동거정부라는 권력구조의 형태가 대외정책에 미치는 영향을 분석한다. 시라크-조스팽동거정부의 유럽정책은 행정부의 양두체제에도 불구하고 일관된 목소리를 내면서 성공적인 프랑스의 리더십을 보여주었다. 그 첫 번째 요인은 신자유주의를 비판하면서 사회적 유럽을 주장하는 프랑스 중도 좌우세력의 유럽에 대한 정책 선호의 수렴이다. 두 번째 요인으로는 세 번이나 반복되는 경험의 제도적 공고화라는 핵심 원인과 대통령과 총리, 그리고 외무장관 등의 인물과 성격이라는 부차적 원인을 꼽을 수 있다. 세 번째 요인은 정치 동학으로 긴 동거정부의 기간과 취약한 대통령이 역설적으로 평화적이고 협력적인 동거정부를 만들었다. 결국 정책 선호의 수렴, 제도의 공고화, 정치 동학의 조건이 모두 동거정부 유럽정책의 ‘정상적’ 운영에 기여했다고 할 수 있다.This article aims at analyzing the institutional factors of foreign policy through the case of European policy in the French cohabitation government. Either in presidential or parliamentary system, the President or the Prime Minister conducts and is responsible for foreign policy. But in the semi-presidential system of dyarchical executive, the division of labor is not always clear and definitive. The third cohabitation government in France is thus an interesting case due to its long duration. Furthermore, it was the result of twice accumulated experience of cohabitation.
The European policy of the Chirac-Jospin cohabitation government(1997-2002) can be characterized and analyzed as a quite successful case, with coherence, stability, and cooperative mood between the President and the Prime Minister.
This French policy leadership has been possible because of 1) the policy preference convergence between the center-right and the center-left in France in the 1990's, 2) the institutional consolidation of cohabitation government with repeated experience, and 3) the political dynamics resulting from a weakened President and a long cohabitation period. Thus, policy convergence, institutional consolidation, and political dynamics, all have contributed to the ‘normality’ of the French European policy in the third cohabitation government.
