이 글은 북장로교 의료선교사로 출발하여 후일 외교관으로 활동한 호러스 알렌(Horace N. Allen, 1858~1932), 그리고 제물포 외곽 ‘소뿔고개’에 있었던 그의 여름 별장에 관하여 다루었다. 『開港과 洋館歷程』(1959)의 저자 최성연은 주한미국공사 겸 총영사가 된 알렌이 1897~1900년 건물을 매입 및 개축하여 별장을 조성한 것으로 추정하였다. 별장은 오래 전에 없어졌음에도 불구하고 많은 사람들의 관심을 받아 왔으나, 그것의 기획, 건축 및 처분에 대해서는 거의 정보가 없는 상태로 현재에 이르렀다.
필자는 ≪알렌문서(Horace Newton Allen Papers, 1883~1923)≫ 자료들을 분석하여 다음과 같은 정보를 얻었다. 첫째, 알렌은 1898년 봄, 3월 13일부터 5월 17일 사이에 12에이커의 땅을 마련하였다. 그는 1897년 7월 27일 공사직에 오르기 전부터 별장 건축을 계획하였고, 공사가 되면서 획득한 경제력을 바탕으로 이를 실행에 옮길 수 있었다. 제물포의 북감리교 선교사 조지 존스(George H. Jones, 1867~1919)는 그가 부지를 물색하고 매입하는 데 도움을 주었던 것으로 보인다.
둘째, 알렌은 완벽한 미국식 주택을 소유하기를 바랐던 것 같다. 별장은 뒤쪽에 부속 건물이 딸린 단순하고 실용적인 디자인의 2층 벽돌집으로, 그의 표현에 따르면 미국적 방식에 따라 신중하게 건축되어 1899년 말 완공되었다. 그는 정원에 심기 위하여 미국에서 종자를 구입하고 가구와 가전 제품을 미국에서 들여오는 등, 실질적으로 자신의 첫 번째 집이었던 별장을 흠 잡을 데 없는 미국식 주택으로 만들었다. 1900년 6월 16일 입주 후 그와 그의 아내는 총 네 번의 여름을 별장에서 지냈으며, 시원하고 조용한 그곳에서의 생활을 무척 즐겼던 것으로 보인다.
셋째, 알렌은 1900년 7월 미국 해군, 1904년 9월 일본군에 ‘제물포 부동산’의 매각을 제의하였다. 그는 자신의 토지와 별장이 병원으로 사용되기에 적합하다고 생각하였으나, 그의 제안은 받아들여지지 않았다. 1905년 6월 9일 한국을 떠나기에 앞서, 그는 헨리 콜브란(Henry Collbran, 1853~1925)과 해리 보스트윅(Harry R. Bostwick, 1870~1931)에게 부동산(당시 면적 20에이커)을 담보로 40,000엔을 대출받았다. 이는 실질적인 매각이었다.This paper is about Horace N. Allen (1858-1932), American medical missionary and later diplomat, and his summer place on a hill called “Sopplekokai”(Bull’s Horn Pass) outside of Chemulpo. Choi Seong-Yeon, author of Port-Opening and Western buildings’ Progress (1959), presumed that Allen purchased a building and rebuilt it between 1897 and 1900 after he was appointed U. S. Minister Resident and Consul General to Korea. Since then, it has been the center of attention even though it has gone long time ago. But despite all that, there has been very little information concerning its plan, construction, and disposal.
By analyzing documents of Horace Newton Allen Papers, 1883-1923, the author gets some new information on it as follows. First of all, Allen bought twelve acres of land in spring of 1898, between March 13th and May 17th. He had planned to build a summer place in Chemulpo before he became minister in July 27th, 1897. George H. Jones(1867-1919), American missionary in Chemulpo, probably assisted him in finding and buying the land. It was supposed to be completed in spring of 1899, but it actually was completed at the end of year.
Secondly, it seems that Allen hoped to have one perfect American house. His summer place was a two-story brick house with a kitchen extension, and, according to him, was carefully built and arranged upon American ideas and plans. After completing it in the end of 1899, he purchased seeds from the United States to plant them in the garden. He also bought American furniture and home appliances. He and his wife had spent four summers there since June 16, 1900, and they enjoyed it in the cool and quiet place.
Allen attempted to sell his Chemulpo property, to the U. S. Navy in July 1900 and to the Japanese military authorities in September 1904. He thought that it would be suitable for a hospital, but his offers were never accepted. Finally, before leaving Korea in June 9th, 1905, he mortgaged it to his friends, Henry Collbran (1853-1925) and Harry R. Bostwick (1870-1931), and got a loan of 40,000 yens from them. This was a practical sale.
