이 글은 대만의 臺灣史 敎育을 둘러싼 歷史認識의 差異와 社會 葛藤을 통해 대만인으로서의 정체성을 찾으려는 정치적이면서도 역동적인 움직임을 검토하였다.
선거를 통해 권력을 잡은 대만의 정권들은 자신의 입장을 반영한 역사교육을 실시하기 위해 교육과정을 바꾸는 시도를 해 왔다. 2014년과 2015년 104課綱을 제정할 때도 그랬고, 정권이 바뀐 지금도 108課綱을 추진중이다. 이들 과강은 사회적 합의를 통해 마무리한 결과가 아니었다.
역사인식을 둘러싼 갈등의 본질은 대만이란 국가의 정체성에 있다. 정치의 영역에서는 대만이 중국의 일부인가 아닌가가 문제이다. 특히 微調課綱을 반대하는 움직임은 정치인 중심이었던 이전과 달리 학생과 교사를 비롯한 시민사회가 중심이었다. 갈등의 본질에는 나는 대만인인가, 중국인가라는 개인 차원의 정체성문제가 있었기 때문이다. 타이완의 역사갈등은 비슷한 시기에 親北과 親日에 焦點이 모아진 한국에서의 역사교과서문제와 다른 臺灣만의 脈絡인 것이다.
대만인 10명에 9명은 자신이 대만인이거나, 대만인이기도 하고 중국인이기도 하다라고 생각한다. 현 집권세력인 민주진보당은 여기에 맞추어 대만의 역사교육을 크게 바꾸고자 108課綱을 제정하였다. 108課綱은 多族群社會로서 대만사회의 역사성을 가르치는 역사교육, 역사성의 형성에 영향을 끼친 東西海洋文明의 유입을 대륙의 영향 못지않게 다루려고 하는 역사교육을 고민한 결과이다.
현 집권세력은 대만사-중국사-세계사라는 과목 편제를 해체하고 19,20세기사를 중심 내용으로 영역별로 교과목을 편성할 계획이다. 새로운 역사교육방침을 통해 독립한 대만사 경향을 촉진시키려 하고 있다. 기존의 중국사도 동아시아사의 맥락에서 접근할 계획이다. 그래서 현 정권은 대만 건너편의 대륙사를 중심으로 동아시아사 속에서 중국사를 보려는 의도를 갖고 있다. 108課綱은 臺灣만의 세련된 독자적인 역사교육, 달리 말하면 대만인으로서 확고한 정체성을 구축하는데 필요한 역사상을 구성하는 틀거리가 대만에서 완성되는 제도적 전환점에 와 있음을 보여 준다.This article examines the differences of the history recognition and social conflict surrounding Taiwanese history education in Taiwan.
In Taiwan, attempts have been made to change the curriculum to implement historical education(課綱) that reflects its position when the regime changes. This is also the case in 2014 and 2015, and the regime is still in progress. The essence of the conflict surrounding historical recognition lies in the identity of the state of Taiwan. In the area of politics, it is a question whether Taiwan is part of China. In the area of the individual, it is a matter of Taiwanese or Chinese. It is the context of the history textbook problem in Korea where the focus on the parent north and the parent days is gathered at the same time, and the other is Taipei.
Nine out of ten Taiwanese think they are Taiwanese. The current ruling forces are trying to change the history education of Taiwan in accordance with this. It plans to try to educate Taiwan, the region, and the world by history instead of education based on the national history. Existing Chinese history will also be approached in the context of East Asia. The new curriculum shows that the institutional framework that constitutes the history of Taiwan for its unique and sophisticated history education has come to a turning point.
