2017년에 개정된 외부감사법에 따르면, 한국공인회계사회는 감사업무 품질의 향상을 포함한 기업의 이해관계자 보호를 위해 감사인이 투입해야 하는 표준감사시간을 정할 수 있다. 이러한 제도적 변화와 관련하여 본 연구에서는 2014년부터 공시되는 직급별 감사시간을 활용하여 감사파트너의 감사시간이 감사품질에 어떠한 영향을 줄 수 있는가에 대한 분석을 실시하였다.
감사파트너의 경우에는 다른 직급들과 비교하여 상대적으로 많은 감사 경험과 전문성을 보유하고 있으며 전체 감사 절차 및 감사팀을 계획하고 감독하는 역할을 수행한다. 또한, 감사실패가 발생하면 감사파트너는 평판 및 거래처를 잃을 수 있어 감사실패에 민감할 것이다. 따라서 감사파트너의 감사노력은 감사품질에 상당한 영향을 줄 것으로 예상된다.
구체적으로 본 연구에서는 감사초기에 감사품질 저하현상이 발생할 때, 감사파트너의 감사노력이 그 현상을 완화시킬 수 있는지에 대하여 분석하였다. 분석 결과, 계속감사기간이 짧은 경우에 나타나는 감사품질 저하현상은 감사파트너의 비정상 감사시간이 높을 때 완화되었다. 또한, 감사기간 초기의 감사품질 저하현상은 총 감사시간 대비 감사파트너 감사시간의 비중이 높은 경우에 완화되었다.
본 연구는 다음과 같은 공헌점이 있다. 첫째, 감사인들의 시간투입이 감사품질에 미치는 영향을 분석한 기존 연구를 확장하여 계속감사기간이 변화하는 상황에서 감사시간의 영향을 살펴봄으로써 감사파트너의 추가적인 감사시간 투입이 감사품질에 미치는 영향이 계속감사기간에 따라 다르다는 실증을 제시하였다. 둘째, 총감사시간을 이용함에 따라 감사시간을 균등하게 연구한 선행연구를 확장하여 감사파트너의 투입시간이 감사품질에 미치는 영향을 살펴보았다는 점에서 최근에 수행되기 시작한 직급별 감사시간 연구에 공헌을 하였다. 셋째, 본 연구는 총감사시간의 가이드라인보다는 직급별 감사시간과 계속감사기간을 고려한 가이드라인을 제시하는 것이 바람직하다는 정책적 시사점을 제공하였다. 마지막으로, 회계감사를 수행하는 회계법인의 실무자들에게 감사계획의 수립에서 직급별 감사시간 투입의 결정과 계속감사기간을 고려한 의사결정의 필요성을 보여주었다.According to the Act on External Audit of Stock Companies amended in 2017(Enforcement Date 01. November, 2018), the Korean Institute for Certified Public Accountants can set a standard audit hour for external auditors to protect stakeholders’ interests and to improve the audit quality. In this study, we empirically analyze the effect of audit hour of audit partners on audit quality by using the audit hour data of each auditor rank disclosed from 2014 in Korea.
Audit partners have more abundant audit experiences and expertise relative to other auditor ranks, and play a role in planning and supervising the entire audit process and audit team. In addition, if audit failures occur, audit partners will lose reputation and customers, which means that audit failures are crucial for the audit partners. Considering these facts, the audit efforts of audit partners are expected to have a significant impact on audit quality.
Specifically, we analyze whether the higher audit efforts of audit partners can alleviate the low audit quality at the early stages of audit engagements. The two main results of the analyses are as follows. First, a phenomenon that audit quality deteriorates in the short auditor tenure is alleviated when audit partners’ abnormal audit hour is high. The results of the further analysis by auditor size show that the results of the main analysis are prominent in the non-Big4 auditors sample. Second, the association between audit quality and the short auditor tenure is mitigated when the ratio of partners’ audit hour to total audit hour is high. According to the further analysis by auditor size, the results are significant in the both Big4 and non-Big4 auditors samples. Similar results are observed in the analyses using different dependent variable measures and additional control variables.
We contribute to the audit literature and the policy-making process by providing empirical evidence on audit quality as follows. First, the effect of audit hour on audit quality is extended by examining the effect of partners’ additional audit hour when auditor tenure is short. Second, we extend the existing studies assuming that the audit hours of all auditor ranks are homogeneous by using the total audit hour, in that this paper examines the effect of the audit hour on audit quality with the partners' audit hour. Third, the findings of this paper have a policy implication that it is recommendable to consider the audit hour for each auditor rank and the auditor tenure rather than to consider total audit hour for providing the guideline. Finally, we offer theoretical reference for the audit practices by providing the empirical evidence that indicates considering the audit hour by auditor ranks and the auditor tenure in the design of the audit plan can help auditors to improve the audit quality.
