이 글은 ‘공공언어’의 관점에서 인천광역시 중구의 문화재 안내문 22개를 분석하여 문제점을 확인하고 이에 대한 개선 방향을 제시하는 것을 목적으로 하였다.
이를 위하여 머리말에서는 공공언어에 대한 그간의 정의를 살펴보았다. 그 결과 공공언어는 언어정책 차원에서 쓰이는 용어로, 언어의 대상이 ‘국가나 사회 구성원 두루’라는 점이 핵심 개념임을 확인하였다. 또한 문화재 안내문이 공공 기관에서 문화재를 관람하는 일반 국민을 대상으로 문화재를 안내하려는 공공의 목적을 위해 쓴 것이므로 공공언어임을 분명히 하였다.
2장에서는 ‘공공언어’에 요구되는 요건을 살펴보았다. 공공언어에서는 일차적으로 표기와 표현이 정확해야 한다. 또한 공공의 목적을 달성해야 하므로 소통성에서도 문제가 없어야 한다. 이때 소통성은 공공성, 정보성, 용이성으로 나누어 볼 수 있었다. 특히 인천광역시의 대표적인 문화재인, 인천향교의 안내문을 분석함으로써 공공언어의 요건을 지켰을 때 문화재 안내문이 어떻게 개선될 수 있는지를 제시하였다.
3장에서는 ‘공공언어’에 요구되는 요건을 규정한 법령들을 고찰하였다. 국어기본법, 행정 효율과 협업 촉진에 관한 규정, 행정 효율과 협업 촉진에 관한 규정 시행규칙 등이 그것이다. 법령에 규정된 내용과 필자가 그간 문화재 안내문을 감수하면서 확인한 문제점을 동시에 제시함으로써 인천광역시 중구의 문화재 안내문을 분석할 기준을 마련할 수 있었다.
4장에서는 인천광역시 중구의 문화재 안내문 22개를 3장에서 세운 기준에 따라 분석하고 이에 대한 개선안도 함께 제시하였다. 기준 (가)는 어문 규범에 맞게 한글로 작성하였는가에 관한 것이었다. 이를 검토한 결과 22개 안내문 중에서 불필요한 곳에 한자나 외국어를 병기한 경우는 1개뿐이었다. 또 어문 규범을 준수하지 않은 경우는 총 44개가 발견되었는데, 한글 맞춤법과 외래어 표기법에서 벗어난 경우가 각각 1개씩 있었으며, 나머지는 전부 띄어쓰기 오류였다.
기준 (나)는 문장이 간결하고 의미가 명확하게 전달되는지에 관한 것이었다. 이를 구체화하여 문장의 길이가 적절한지, 단어를 의미상 적합하게 썼는지, 문장이 문법에 맞는지 분석하였다. 분석한 결과 문장의 길이가 지나치게 길면서 한 문장에서 전달하는 정보가 많아서 읽기 어려운 경우가 있었으며, 서로 어울리지 않는 단어를 쓴 경우도 있었다. 특히 문장이 국어 문법에 맞지 않는 경우는 상당수가 있어서 이들을 다시 조사와 어미를 잘못 사용한 경우, 문장 성분 간 호응이 되지 않는 경우, 수식 구성에서 문제가 생긴 경우, 접속 구성에서 문제가 생긴 경우로 나누어서 분석하고 개선안도 제시하였다.
마지막으로 기준 (다)는 쉽고 친숙한 단어와 어조를 우선하였는지에 관한 것이었다. 이것은 바꾸어 쓸 만한 쉬운 말이 있으나 상대적으로 어려운 단어를 쓴 경우, 전문 용어나 어려운 말이어서 보충 설명이 필요한 경우, 외국어를 번역한 듯한 어색한 어조를 쓴 경우로 나누어서 분석하였다. 분석한 결과 쉬운 표현이 있는데도 상대적으로 어려운 단어를 쓴 경우와 보충 설명이 없이 전문 용어를 사용한 경우가 상당수 있었고, 외국어를 번역한 듯한 어색한 어조를 쓴 경우도 확인되었다.
문화재 안내문을 작성할 때는 여기서 검토한 기준 외에 공공성과 정보성의 문제도 중요하나 이 글에서는 이들을 다루지 못하였으므로 앞으로 이에 대한 연구도 필요하다.The purpose of this article is to analyze 22 cultural asset guides in Jung-gu, Incheon, from the perspective of 'public language', to identify problems and to suggest ways to improve them.
To this end, we looked at the previous definitions of public language in the introduction. As a result, we confirmed that public language has been the term used in language policy, and that the object of that language is 'all members of the country or society'. We also made it clear that the cultural asset guide is a kind of public language. This is because it is cultural asset guides that public institutions write for the public purpose of guiding cultural assets to the general public.
In Chapter 2, we looked at the requirements of 'public language'. First, public language should be correct in marking and expression. In addition, there should be no problems in communication as it must achieve public purposes. At this, communication was divided into public, information and ease. In particular, we analyzed the guide of Inchon Hyanggyo, a representative cultural asset of Incheon. Through this, we presented how much improvement can be made in compliance with the requirements of the public language in cultural asset guides.
In Chapter 3, we examined the laws that set out the requirements for 'public language'. They include Gugeogibonbeop, Haengjeong Hyoyulgwa Hyeobeop Chokjine Gwanhan Gyujeong, Munhwajae Jubyeon Siseolmul Deunge Daehan Gong-gong-design Jichim. We set criteria for analyzing cultural asset guides in Jung-gu, Incheon, by reviewing both the details stipulated in these laws and the problems identified while inspecting the cultural asset guides.
In Chapter 4, we analyzed 22 cultural asset guides in Jung-gu, Incheon, according to the criteria set in Chapter 3, and proposed ways to improve them. The results of the review of criteria (ga) are as follows: Among the 22 guides, there was only one guide that used unnecessary Chinese characters or foreign languages. There were also a total of 44 non-compliance with the rules of Korean orthography.
The criterion (na) is whether the sentence is concise and the meaning is clearly. Specifically, we analyzed whether the length of the sentence was appropriate, the meaning of the word was correct, and whether the sentence conformed to the Korean grammar rules. The analysis results are as follows. There were sentences which were too long to read and included the large amount of information in one sentence. Also, there were cases that words were used that did not match each other. In particular, there were many sentences that did not fit the Korean grammar.
Finally, the criterion (da) was whether easy and familiar words and tones were preferred. We analyzed this by dividing it into three. First, it is a case of using difficult words even though there are easy words to change. Second, it is a case of using technical terms without supplementary explanation. Third, it is a case of using awkward tones that seems to have translated foreign languages. The analysis results are as follows: There were many instances that difficult words were used, even though they could be converted into easy expressions, and technical terms were used without supplementary explanation. Also, It was confirmed that there were awkward tones that seems to have translated foreign languages.
Besides the criteria reviewed here, public and information are also important criteria when writing cultural asset guides. Nevertheless, since we have not covered these two criteria in this article, further studies are necessary.
