오늘날 도시재생에 있어서 문화・예술은 매우 중요한 요소이고 해외 성공사례를 살펴보아도 문화・예술을 기반으로 한 성공사례가 주를 이루고 있다. 그러나 도시는 유기적이며 진화하는 생명체와 같아서 단순 모방만으로 도시재생에 있어 지속가능한 성공을 보장할 수 없다. 이에 본 논문은 문화・예술을 기반으로 하는 도시재생 사업에서 중요하게 고려하는 주요 속성을 제시하고 검증하는 데 그 목적이 있다.
분석을 위해 문화・예술 기반 도시재생 관련 주요 속성 및 세부 항목에 대한 검증 과정을 마쳤으며 계층 모형 설정을 통해 민간전문가 집단과 공무원담당자 집단을 대상으로 주요 속성 및 세부 항목에 대해서 인식하고 있는 중요도를 측정하였다.
본 연구의 결과를 정리하면 다음과 같다. 첫째, 문헌연구와 전문가 인터뷰를 통해 최종적으로 10개의 주요 속성과 43개의 세부항목을 도출하였다. 둘째, AHP(Analytic Hierarchy Process)를 통한 분석결과, 민간전문가 및 공무원담당자 집단별로 중요하게 인식하는 주요 속성 및 세부항목 간 차이가 존재하였다. 특히 참여・네트워킹에 대해서는 민간전문가 집단에서는 가장 중요하게 인식하는 속성인데 비해 공무원담당자 집단은 비교적 중요하지 않게 인식하는 것으로 나타났고, 문화유산자원에 대해서는 공무원담당자는 가장 중요하게 인식하는 속성인데 비해 민간전문가 집단은 별로 중요하게 생각하지 않는 속성으로 나타나 두 집단 간의 인식차이가 큰 것으로 확인되었다. 이는 민간전문가 측면에서 중요하게 인식하는 내용과 실제로 공무원담당자들이 도시재생 사업을 추진함에 있어서 인식하는 정도에 차이가 발생할 수 있는 중요한 상황이므로 두 집단이 중요하다고 인식하는 주요 속성들과 세부 항목들을 기반으로 차별화된 전략을 펼칠 수 있는 기회로 작용할 수 있다. 따라서 각 나라와 도시마다 서로 다른 역사적・사회적・문화적・경제적 환경을 갖고 있어 각 도시의 특성 및 환경조건을 고려한 차별화된 전략을 도출하기 위한 철저한 사전조사와 함께 그 지역에 특화된 전략 제시가 필요하다는 시사점을 제시할 수 있다.Today, it has been said that arts and culture are major factors for successful urban regeneration. Actually, a long list of successful cases around the world, the main driving force of which was based on arts and culture, proves the conventional wisdom. However, Korean cities are unique in their social and cultural aspects, distinct from overseas cities. It implies that the imitation strategy cannot guarantee the success of the enterprise.
So this study aims to investigate the major and decisive factors considered important in urban regeneration projects based on arts and culture by comparing the perception of civilian experts group with that of public official group.
For the study, a broad review of literature was conducted as part of finding factors necessary for urban regeneration. In addition, a session of interview was conducted with experts in the field of arts and culture-based urban regeneration. The data were all transcribed and theme-analyzed to elicit major factors and components. Lastly, a hierarchical model was set to measure and order the importance of arts and culture-related components that can contribute to success of urban regeneration by comparing the difference in perception to the major factors and components between civilian expert group and public official group. For this, Analytic hierarchy process(AHP) was used for the model.
The outcomes from the study are as follows: first, a total of 10 major factors and 43 components were elicited. Second, the AHP analysis shows that there is a difference in perception of what is important for arts and culture-based urban regeneration between the civilian expert group and the public official group. More specifically, the civilian experts group put participation・networking as the first priority but the public official group did not take it seriously. Similarly, the public official group regarded cultural heritage as the pivotal core, putting it as the first priority, while the civilian experts group considered it less important. Such discrepancy means that we can ferret out various differentiated strategies based on the gap in perception of arts and culture-based urban regeneration priorities between the two expert groups.
In sum, this study shows that we should take into account the historical, social, cultural and economic uniqueness of the city as far as urban regeneration is concerned. In the same vein, the study recommends that urban regeneration strategies tailored closely to the target city need to be suggested for successful urban regeneration.
