世界経済は、グローバリゼーションと自由貿易主義をベースに長い間成長を続けてきた。しかし、アメリカのトランプ大統領の登場により、世界では様々な分野で変化が起こっている。日本の経済連携戦略において、初期には純粋な原材料の確保のための物品の自由貿易に重点が置いてあった。後期にはグローバリゼーションをベースに貿易の自由化を広げるとともに、海外の大きな市場を確保する戦略に転換した。日本において市場を確保するための戦略の一つがCPTPP協定(Comprehensive and Progressive Agreement for Trans-Pacific Partnership)の成立である。CPTPP協定の加盟国には加盟国の間に国民所得(GDP)の格差や経済システムの相違点が多い。日本にとってこの問題をどう乗り越えるかが今後の大きな課題であろう。他方、日本とアメリカとの二国間通商交渉は日本が望んだものではない。日本が外交的にアメリカの要求に応じた形である。日本はアメリカとの安全保障問題に関係して、日米安保条約の維持または強化をはかる必要がある。これからアメリカとの物品貿易協定(TAG:Trade Agreement on Goods)交渉次第で、日本の貿易環境および安保環境は大きく変化すると考えられる。東アジア地域との関係において、日本はCPTPP協定の新加盟国をどう広げるか、そしてRCEP(Regional Comprehensive Economic Partnership)協定の交渉において、中国との主導権をどう強化するか、この二つの課題が経済連携戦略の要になるであろう。The world economy has continued to grow for a long time based on globalization and free trade. However, with the advent of the United States President Trump, the world economy is changing in various fields. The economic partnership strategy of Japan was initially focused on the free trade of goods to secure raw materials. Based on globalization, Japan has expanded trade liberalization and transformed it into a strategy to secure a large market abroad. One of the strategies for securing the market in Japan is the establishment of Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). There are many differences in national income (GDP) and economic systems among the members of the CPTPP. For Japan, how to overcome the problems that it will be a major issue in the future. On the other hand, trade negotiations between Japan and the United States are not what Japan wanted. Japan is a form that diplomatically meets the demands of the United States. Japan needs to maintain or strengthen the Japan-US Security Treaty in relation to security issues with the United States. It is thought that the trade environment of Japan and security environment will change greatly from now on according to the TAG (Trade Agreement on Goods) negotiation with the United States. In relation to the East Asia region, how to expand the new members of the CPTPP and how to strengthen its leadership with China in the negotiation of the Regional Comprehensive Economic Partnership (RCEP), these two issues will be the cornerstone of the collaboration strategy in Japan.
