이 논문은 라틴아메리카 포퓰리즘을 해석하는 주류 담론과 라클라우 담론에 대한 분석이다. 포퓰리즘은 매우 복잡하고 애매하여 한 마디로 규정되기 어려운 주제이다. 그러나 포퓰리즘은 특히 라틴아메리카의 정치를 이해하는데 필수적이다. 왜냐하면 소수의 과두 엘리트/다수 대중의 대치전선이 라틴아메리카 정치를 이해하는 핵심어이기 때문이다. 주류 담론은 1940-1950년대의 포퓰리즘을 해석하는 헤르마니와 1980-1990년대의 네오포퓰리즘을 다룬 웨이랜드를 가리킨다. 라클라우 담론은 1990년대 이후 출현하였다. 헤르마니는 포퓰리즘을 지도자에 의한 대중의 조작, 선동, 동원으로 해석한다. 또한 국가발전 ‘과도기’의 계급동맹으로 해석한다. 웨이랜드는 신자유주의 시대에 후자는 사라지지만 전자는 그대로라고 주장한다. 즉, 주류 담론은 엘리트가 대중을 객체로 바라보는 위계적 근대성의 시각을 보여준다. 국가발전을 중시하는 것도 근대성의 시각이다. 한편, 라클라우는 주류 포퓰리즘과는 전혀 다르게 해석한다. 포퓰리즘을 이데올로기가 아니라 급진 민주주의를 추동하는 ‘정치의 논리’라고 해석한다. 그 출발점은 대중이 객체가 아니라 스스로 주체로 출현하는데 있다. 즉, 대중의 요구를 중시한다. 구체적으로 대중의 ‘등가적 연쇄’를 중시한다.This article analyzes the main stream discourses and Laclau's of the Latin American Populism. Populism is a theory with the very difficult and ambiguous themes. But specially Populism is indispensable to understand the Latin American Politics. Because the antagonistic front between the minority elite of oligarchy and the majority people is a key word to comprehend the Latin American Politics. The main stream discourses indicate Germani's that interpret the populism of the 1940-50s and Weyland's that treat the Neopopulism of the 1980-90s. Laclau's appeared after the 1990's. Germani interprets the populism as a manipulation, propaganda and mobilization of the people. And also interprets as a class-alliance in the transition period of the national development. Weyland affirms that the latter disappears and the former remains. That is to say, the main stream discourses show the perspective of the hierarchical modernity which discloses that the elite sees the people as a object and emphasizes the national development. Meanwhile, Laclau interprets the populism very differently with the main stream's. According to him, the populism is not a ideology but political logic that promotes the radical democracy. The starting point is the appearance of the people as a subject. It emphasizes the demand of the people. More concretely the equivalent chain of the people.
