산업화가 활발하던 시기의 산업시설들은 도시화에서 매우 중요한 시설이었으나 경제의 재구조화와 주변여건의 변화로 인해서 생산기능이 중단된 유휴 산업시설이 증가하고 있다. 최근 들어서 오래된 대규모 산업시설을 산업유산의 측면에서 접근하는 시도들이 증가하고 있다. 본 연구는 최근 생산가동이 중단된 인천시 동구 만석동에 위치한 동일방직 인천공장을 사례로 동일방직이 지니고 있는 유산 가치와 산업 유산이 되기 위한 유산의 조건에 제시하였다. 동일방직은 일제강점기부터 실과 섬유를 생산한 우리나라 초창기 방직회사이며 1960년대에부터는 수출 전선에서 많은 성과를 이루어냈고 현재까지 기업활동을 진행 중에 있다. 동일방직 인천공장은 동일방직의 출발점이며 최근까지 섬유를 생산했으나 해외로 생산기지를 이전한 후 공장부지 활용에 대한 논의가 진행 중에 있다.
동일방직 인천공장은 우리나라 방직업체 중에 수출량 가장 많았고 많은 성과를 이루어낸 기업이었으나 1970년대 후반 이른바 ‘알몸시위’와 ‘똥물사건’ 등 대표적인 노동탄압사건이 발생했던 아픈 기억의 현장이기도 하다. 본 연구에서는 동일방직 인천공장의 산업유산적인 측면에서 활용하기 위한 방안으로 기숙사, 의무실, 체육관 일대의 부지를 기부채납제도를 통해 산업시설의 일부를 역사문화공간으로 조성하고 이 부지만큼 부지의 소유주인 동일방직에게 용적률을 상한해 주는 방안을 제시하였다.
쇠퇴한 원도심인 인천 동구를 재활성화 시키기 위해서 인천에서 제시된 각종 계획에서도 동일방직 인천공장 부지의 활용에 대한 부분이 언급되고 있는 상황에서 동일방직 공장부지가 산업유산으로서 진정성을 유지하기 위해서는 지방정부, 소유주, 시민사회가 다양한 의견을 제시하고 토론할 수 있는 협의체가 구성되어야 한다. 이를 위해서는 동일방직 인천공장이 보유하고 있는 산업시설들에 대한 건축자산조사가 충실히 이루어져야 한다.
동일방직 인천공장의 활용방안은 다양한 방식으로 모색될 수 있지만 기존에 인천에서 진행되었던 대규모 공장 이전적지에 대한 전면 철거를 통한 개발을 지양해야 하며 동일방직에서 근무했던 노동자들의 흔적을 최대한 보전하는 방향의 활용방안이 필요하다. 이에 앞서 동일방직 인천공장이 산업유산으로서 진정성과 가치를 지니기 위해서는 과거 동일방직에서 발생했었던 노동탄압에 대한 사건에 대해서 사과하고 용서를 구하는 과정이 필요하며 이를 통해서 화해의 공간을 조성하는 작업이 선행되어야 한다. 산업시설의 활용을 위해 노동과 노동자에 대한 흔적을 기록해 후세대 남겨줄 수 있는 작업이 전제되어야 동일방직 인천공장은 단순한 산업시설의 재개발이 아닌 가치 있는 산업유산으로서 의미를 얻을 수 있다.Industrial facilities during the period of active industrialization were very important in urbanization, but there is an increasing number of idle industrial facilities whose production functions were suspended due to economic restructuring and changes in surrounding conditions. In recent years, attempts have been made to access older large scale industrial facilities in terms of industrial heritage.
Though Dong-il textile company this study presents those the heritage values and the conditions of heritage to be industrial heritage where it located in Manseok-dong, Dong-gu, Incheon, where the production operation was recently suspended. Dong-il Textile company was the first textile company in Korea to produce thread and textiles since the Japanese colonial era and have made a lot of achievement in the export market From 1960s and have been doing business. However, in the Dong-il textile company, after the production base is moved abroad, the discussion on the use of factory sites is underway.
Dongil Textile's Incheon factory was the most export-oriented and successful among Korean textile companies, but it is also the site of painful memories of the so-called "Naked Protest" and "Excrement Dumping Case" in the late 1970s. This study is suggested to make a part of industrial facilities as historical and cultural spaces through land donation in the dormitory, medical room, and gymnasium. Since then was proposed floor space ratio was covering to the owners of the same land as a solution to utilize industrial facilities.
With various plans presented in Incheon for revitalizing Incheon Dong-gu, the withering old city center, mentioning the use of the site of the Incheon factory, a consultative body for local governments, owners and civil society must be formed to maintain sincerity as an industrial heritage. To this end, architectural asset survey should be carried out faithfully on industrial facilities.
Although the use of the Incheon factory can be explored in various ways, the development of the large-scale relocation site in Incheon should be avoided through the overall demolition of the site, which was previously conducted in Incheon, and the use of measures to preserve the traces of labors who worked in the factory is necessary. Before this, the process of apologizing and asking for forgiveness for the past cases of labor repression that occurred in the Incheon factory is necessary. Through this, work to create a space for reconciliation must be preceded. It must take precedence in order for utilizing industrial facilities and it is necessary to record the traces of labor and workers and leave them for the next generation. Only when this process is completed can the utilization of the site of the Incheon factory acquire the meaning of true industrial heritage, not the redevelopment of industrial facilities.
