본 논문은 Cengiz et al. (2019)가 제안한 집군(集群)추정법을 적용해 2009~2018년 기간 우리나라의 최저임금 인상이 임금근로자 고용규모에 미친 영향을 추정한다. 본 추정법은 최저임금 인상으로 발생하는 시간당임금 분포의 변동을 활용하는 추정방법으로서, 한국과 같이 전국 단일 최저임금을 채택하는 노동시장에 쉽게 적용될 수 있다. “고용형태별 근로실태조사”를 분석한 결과에 의하면, 2009~2018년 기간 동안 연도별 최저임금의 인상은 임금근로자 고용규모에 부정적인 영향을 미쳤다. 최저임금이 10% 인상되면 노동시장 전체의 근로자 고용규모는 약 1.42~1.74% 정도 감소하는 것으로 추정된다. 최저임금 인상의 부정적 고용효과는 근로자 집단별 및 사업체의 특성별로 상이하지만, 최저임금의 영향력이 큰 집단에서 부정적인 효과가 상대적으로 크다. 향후 최저임금 인상폭을 결정할 때 최저임금 인상이 노동시장에 미칠 부정적인 고용효과를 충분히 고려할 필요가 있다.Applying a bunching estimation method proposed by Cengiz et al. (2019), this paper estimates the effect of minimum wage increases in 2009-2018 on the employment size of wage workers. The bunching estimation method takes advantage of changes in the hourly wage distribution resulting from a minimum wage increase, and can be easily applied to labor markets with a single national minimum wage like Korea. Our analysis based on the Ministry of Employment and Labor’s “Survey on Work Status by Employment Type” reveals that increases in annual minimum wages during the 2009-2018 period had negative impacts on the annal size of wage workers. A 10% higher minimum wage decreases the employment size of workers by 1.42~1.74%. While negative employment effects vary by characteristics of the worker and the firm, negative effects are larger in groups more strongly affected by minimum wage increases. It is therefore advisable to fully consider potential negative employment effects of minimum wage increases when determining a new annual level of the minimum wage.
