세계 기후변화 대응을 주도하면서 온실가스 배출이 획기적으로 감소한 곳은 EU였다.
EU는 2008년 ‘2020 기후·에너지 패키지(2020 Climate and Energy Package)’를 채택한 이후 지속적으로 온실가스 배출 감소를 위해서 다양한 정책을 실시하였다. EU는 2008년 ‘2020 기후・에너지 패키지’에서 설정했던 1990년 대비 온실가스 배출 20% 감축 목표를2014년에 달성하였다.
EU회원국에서 온실가스 배출이 감소하고 있는 가운데, EU회원국은 에너지자원선택에서 다양성을 견지하고 있다. EU 차원에서 석탄사용이 감소하고 신재생에너지 이용이 확대되고 있지만, 회원국 간에 차이가 있었다. EU는 온실가스 배출 감축과 신재생에너지 이용 확대, 에너지 효율증대 등에서 목표를 설정했지만, 회원국이 운용하는 에너지자원에 대해서는 회원국의 선택영역으로 두었다.
미국도 EU와 같이 온실가스 배출 감축을 위한 정책을 실시하여 왔다. 그러나 중국과 미국은 EU에 비해서 아직도 화석연료에 대한 의존도가 높다. 트럼프 행정부는 오바마 행정부에서 불허되었던 키스톤 송유관 사업이 허가되는 등 화석연료에 관련된 사업이 활성화되고 있다. 또한 트럼프 행정부는 전 세계 차원에서 온실가스 배출 감축을 위해서 출범한 파리협약에서 탈퇴하였다.
세계 최대의 석탄소비국가인 중국은 온실가스 배출감축을 위해서 정책적인 노력을 기울여왔다. 천연가스, 신재생에너지, 원자력에너지를 적극적으로 활용하였다. 천연가스 분야에서 중국은 “시베리아의 힘(Power of Siberia)”라고 명명된 파이프라인을 통해서 2019년 12월부터 러시아의 천연가스를 파이프라인으로 공급받고 있다. 신재생에너지 분야에서 중국기업은 전 세계 태양광발전산업과 풍력발전산업을 주도하고 있다. 이는 중국의 적극적인 신재생에너지 투자 덕분에 가능한 일이었다. 원자력에너지 분야에서도 중국은 전 세계 신규원전 건설의 대부분이 이루어지는 국가이다.The EU is the leader of the global climate change response. GHG emissions have rapidly reduced in the EU. Since the EU adopted the “2020 Climate and Energy Package” in 2008, it has implemented diverse policies to reduce GHG emissions. In 2014, the EU achieved its goal of reducing greenhouse gas emissions by 20% compared to 1990’s level. which is one of the targets of “2020 Climate and Energy Package”.
The EU has set common goals for reducing GHG emissions, expanding the use of renewable energy, and increasing energy efficiency. However, the EU member-states’ Energy Mix is different between EU member-states.
The United States, like the EU, has implemented policies to reduce GHG emissions. However, China and the United States still rely more on fossil fuels than the EU. Trump administration is promoting fossil fuel-related business, with the approval of Keystone XL Pipeline Project which was not allowed by the Obama administration. Trump administration also withdrew from the Paris Agreement.
China, the World's biggest consumer of coal, has implemented policies to reduce greenhouse gas emissions. The use of Natural gas, renewable energy and nuclear energy is actively promoted for the replacement of the use of coal. In the field of natural gas, China has received Russian natural gas by pipelines (named “Power of Siberia”) since December 2019. With China's active investment in renewable energy, Chinese companies are leading the solar and wind power industries in the World. Most of new nuclear reactors in the World are built in China.
In Korea like the US, an administration change affects climate politics. Political parties are supported by different energy industries. Under the circumstance, Energy policies become political issues.
