The COVID-19 pandemic brings about a massive crisis of social development by curtailing face-to-face interactions, and negatively influences personality formation. It is globally emphasized that limiting close face-to-face contact with other(s) is the best way to reduce the spread of the COVID-19. Students currently have substantially fewer opportunities to interact face-to-face with peers including in school when this is crucial for their social development and personality formation. This paper, therefore, aims to search for influence of social development delay on personality formation with focus on diffusion of untact culture by the COVID-19 pandemic. For the aim, this paper reports meaning and relationship of social development and personality formation (chapter Ⅱ), the COVID-19 pandemic crisis of social development and personality formation (chapter Ⅲ), and seeking of non-face-to-face character education (chapter Ⅳ). Although we have emphasized the importance of face-to-face interactions in both personality formation and social development domains, considering pandemic situations like the COVID-19, it is necessary to attempt to study non-face-to-face ways for personality formation, and also to design concerned non-face-to-face character education programs.
