그동안의 국내 이주민 대상 범죄에 대한 연구는 외국인을 대상으로 범죄피해 실태를 조사하고 범죄피해 유형별 이주민 특성을 파악하는 등의 양적 연구가 대부분이었다. 이러한 접근은 변수 간의 관계에서 나타나는 현상에 대한 심층적 메커니즘을 이해하는데 한계가 있기에 현장 기반의 범죄피해 예방 및 개입 방안을 발굴하기 위해서는 가장 밀착된 단위에서 이주민을 지원하는 실무자가 어떠한 인식과 경험을 하는지를 구체적이고 맥락적으로 이해하는 질적연구 방법으로 살펴볼 필요가 있다. 이주민의 정착을 지원하는 실무자 총 16명이 연구참여자로 참여하여 4번의 FGI를 진행하면서 자료가 수집되었다.
분석결과 실무자가 외국인 범죄피해를 개입하는 과정에서 겪는 경험의 핵심주제로 ‘범죄피해 취약성과 문화적 차이’, ‘범죄 피해 외면과 윤리적 갈등’, ‘범죄 신고 주저하는 이주민 때문에 개입 한계’로 분석되었다. 또한 외국인 범죄피해 개입을 위해 필요한 전략으로 ‘외국인 지원을 위한 공공행정체계 정비’, ‘촘촘하고 포용적인 지원 체계 개발’이 도출되었다. 이러한 분석결과를 토대로 후속연구와 정책대안에 대해 논하였다.Previous research on crimes against immigrants mainly has focused on quantitative approach to victimization trends and statistical characteristics of the victims. However, this approach showed limitations in understanding the profound mechanism among variables. This study examines crime prevention strategies for immigrants based on service providers’ intervention experiences towards criminal victimization among immigrants.
Results of 4-times focus group interview with 16 providers revealed that main themes in the intervening process among providers were crime vulnerability and cultural differences, criminal victimization ignorance and ethical dilemma, limitations in the intervention because of the hesitations of immigrants’ crime victimization reporting. The themes related to the necessary strategies were the modification of various types of public administration system and the development of the seamless and inclusive supporting system regarding immigrants. Implications for policies and future research were suggested based on these findings.
