본 연구는 세계산업연관표를 이용하여 2000~2014년 기간의 국내 에너지다소비 제조업의 글로벌가치사슬(GVC) 네트워크상의 참여 구조의 변화를 분석하였다. 전체 제조업의 GVC 네트워크상의 국외 부가가치 비중은 2000년 이후 증가하였으나 세계금융위기 이후 보호무역 기조가 확대되며 감소세를 보였다. 에너지다소비 제조업의 국외 부가가치 비중도 전반적 추세를 따르나 전 기간에 높은 비중을 유지하였다. 보호무역 기조가 확대된 이후 국내 제조업의 GVC 네트워크상의 일본의 비중은 감소한 반면, 중국의 비중은 확연히 증가세를 보였다. 한편, 국내 산업이 중국과 미국의 전방연계 GVC 네트워크상의 부가가치 기여도는 전반적으로 증가하였다. 제조업이 약한 미국의 에너지다소비 업종을 포함한 중공업에서 국내 산업의 기여도가 크다는 결과는 주요 무역대상국의 보호무역주의 정책 추진이 국내 제조업, 특히 에너지다소비 업종의 국제 무역환경의 불확실성을 더욱 키울 수 있음을 시사한다.
This paper analyzes the extent to which foreign countries participated in global value chains(GVC) of energy-intensive manufacturing sectors and other manufacturing sectors in Korea during 2000-2014. Using the World Input Output Table, we calculate foreign value added share(FVAS) in the GVC activities, focusing on the evolution of FVAS of Japan, China, the United States, and EU. Our findings show that FVAS in overall GVC activities in Korea had increased since 2000, but weakened after the global financial crisis. While China's FVAS had increased even after 2008, Japan's FVAS had decreased. Together, our findings show that the Korea manufacturing sectors have steadily involved in forward-linked GVC activities in China and the United States, and thereby would expose to uncertainty of the spread of protectionism.
