19세기 메이지 정부는 구미 각국에서 개최하는 만국박람회에 출품을 계기로 수산물의 유용성에 대한 높은 가치를 인식하면서 자국의 수산진흥사업을 본격화하였다. 농상무성은 ‘수산 보호 번식’과 ‘수산물 해외 수출 극대화’를 목표로 하여 양방향으로 사업을 추진하였다. ‘수산 보호 번식’은 ‘수산물 해외 수출 극대화’를 달성하기 위한 기초 사업이다.
1882년 민간인(수산관계자)들의 수산계몽을 위하여 수산물 개량, 번식, 보호 등 근대 수산의 지식 정보를 공유할 수산단체인 대일본수산회를 결성하였다. 그리고 1883년 일본 최초 내국수산박람회를 개최하여 출품된 어구 및 수산물 등을 통하여 전국의 전반적인 수산 실태를 조사하였다. 이 과정에서 우수한 전통 수산 제법을 재발견하게 되었다.
한편으로는 수산물 해외수출에 필요한 수출서류와 포장규격 그리고 수산물의 통일된 명칭 등에 대한 사전 준비가 요구되면서 일본 최초의 근대수산교육기관인 수산전습소를 설립하였다. 수산전습소는 농상무성과 연계된 반관반민단체인 대일본수산회에서 관리했다. 농상무성의 수산 기사들은 수산전습소의 교사를 겸임하여 수산 인재를 양성하였다. 근대 학문을 익힌 졸업생들 대부분은 각 부현의 수산 분야로 진출하여 수산진흥에 이바지하였다.
농상무성은 수산물 수출 확대 사업을 본격화하기 위하여 국내외 수산 수출품 조사를 실시하였다. 수산 技手가 그 임무를 맡아서 국외 담당원은 해외 현지로 파견되어 현지인들의 기호품 및 수출품의 유통 및 동향 등을 조사하였고, 국내 담당원은 자국 수산물 수출품의 종류 및 제법 등을 조사하여 두 서적을 간행하였다.
또한 수산관계자들에게 제공할 목적으로 일본의 전통 수산 제법을 비롯하여 구미의 최신 정보 및 수산물 유통에 대한 정보를 조사 정리하여 『日本水産製品誌』를 간행하였다. 이 서적에는 당시 중요 수산물의 순서로 기록하였으며, 식용품ㆍ공용품ㆍ비료품ㆍ약용품으로 분류하여 그 제조법이 정리되어있다. 당시 일본 수산물의 수출 확대를 위하여 편찬된 『日本水産製品誌』는 수산제법, 유통, 수출에 대한 정보 등을 총망라한 일본의 근대 수산 제품 백과사전이라고 할 만큼 많은 수산 정보가 기록되어있다.
In the 19th century, the Meiji government recognized the usefulness of marine products at the World Expo in Europe and began to promote its own fisheries product projects.
The Ministry of Agriculture and Commerce promoted fishery product projects in both directions with the aim of ‘fishery protection breeding’ and ‘maximization of fishery product export’. The “fishery protection breeding” is a basic project to achieve the “maximization of fishery product export”.
In 1882, a fisheries organization, the Great Japan Fisheries Association, was formed to share knowledge and information on modern fisheries, including the improvement of fishery product, and breeding and protection of marine products, for the enlightenment of civilians (fishermen involved in fisheries).
In 1883, the first domestic fisheries fair was held in Japan, and the overall survey of fisheries conditions was conducted throughout the country and rediscovered the excellent traditional fisheries methods.
On the other hand, the Fisheries Training Center, Japan’s first modern fisheries education institute, was established as the preparation of export documents, packaging standards and unified names of fisheries products was required to prepare for overseas shipments. The fisheries training center was managed by the Great Japan Fisheries Association, a semi-official organization linked to the Ministry of Agriculture and Commerce. Technical officers of fisheries in the Ministry of Agriculture and Commerce also trained students by serving as teachers of the Fisheries Training Center. Most of the graduates who learned modern studies advanced into the fisheries field of each prefectures and contributed to the promotion of fisheries.
The Ministry of Agriculture and Commerce conducted a survey of domestic and foreign marine products exports in order to maximize the export of marine products. The mission was divided into domestic and foreign countries and was carried out by the technical officers. The overseas staff was dispatched to the foreign country to investigate the distribution and trends of local people’s preferences and exports, while the domestic staff investigated the types and methods of local fisheries and published books respectively.
In addition, the government published Fishery Products of Japan with a thorough examination of the latest information in Europe, including traditional Japanese fishery methods, and the distribution of fisheries products. In that book, many marine products were recorded in order of importance and classified as food, industrial, fertilizer, and medicinal items according to their intended usage.
