보령 오천면 소성리에 위치한 충청수영성은 능선 및 곡간지를 따라 성벽이 축조되었으며, 수심 20m 내외의 천수만(淺水灣) 안쪽 깊은 곳에 자리하고 있다. 충청수영성은 하삼도지역(下三道地域:경상․전라․충청)의 조선시대 3대 수영(水營) 중 하나로서 서해안 방어의 주요 기능을 담당하였다.
현재의 오천면에 위치한 충청수영성은 『世宗實錄地理志』기록으로 보아 15세기 중반 이전에 설치되었을 것으로 보이며, 『忠淸水營事例集』에는 1447년 영사(營舍)가 건립되었고, 1504년 영보정(永保亭)이 신축된 것으로 기록되어 있다. 그리고 수군절도사와 우후체제가 성립된 후인 1510년 성곽 축조의 기록이 확인된다. 이로써 충청수영성의 완전한 모습이 현재의 위치에 갖추어지게 된다. 이후 18세기 초 북문과 군기고가 신축되며, 19세기에 이르기까지 성내 시설물들이 지속적으로 개축ㆍ수리 및 보수가 이루어진 기록이 남아있다.
충청수영성은 조선시대 3대 수영성으로서 왜구의 침략을 방어하던 기능을 수행하였으며, 그 연혁과 운영, 그리고 기능의 변화에 대한 연구가 집중적으로 이루어졌다. 본고에서는 최근까지 이루어진 발굴조사 결과를 통해 충청수영성의 방어시설물에 대한 구조와 축조 시기에 대하여 검토를 하였다.
충청수영성은 현재까지 모두 8차례의 고고학 조사가 이루어졌다. 발굴조사를 통해 성 내부 시설로는 영보정지 및 능허각지ㆍ운주헌ㆍ동헌ㆍ내아영역ㆍ병고ㆍ관청영역 등 다수의 건물지와 주거지들이 확인되었으며, 성벽시설은 성벽ㆍ동문지ㆍ남문지ㆍ적대 및 치성, 성벽 외부 방어시설로 경사성벽ㆍ외황(外隍)ㆍ함정이 조사되었다.
성벽시설과 성벽 외부 방어시설에 대한 발굴조사 결과, 초축 이후에 개ㆍ수축된 구조들이 나타난다. 성벽과 적대의 일부 하부 구조와 출토유물이 『新增東國輿地勝覽』과 『輿地圖書』에 기록된 초축의 시기와 유사하다. 그리고 적대와 성벽 외부시설에서 확인되는 임진왜란 이후 개ㆍ수축된 양상은 『世宗實錄』의 축조 규식보다 방어시설 간의 중요도 및 인적ㆍ물적 자원 등의 한계를 우선순위로 고려한 것으로 이해되며, 이들이 조성될 지형여건과 환경에 맞추어 적절한 축조방법을 적용한 것으로 판단된다.
현재 사적으로 지정된 충청수영성은 장기적인 발굴조사가 진행되고 있으며, 이를 통해 보다 많은 자료가 축적될 수 있을 것으로 판단된다. 그리고 지속적으로 축적되어지고 있는 전국의 수영성 발굴조사는 조선시대 도서문화 및 해안 군사체계에 대한 역사적 해석에 있어 중요한 자료를 제공할 것으로 기대된다.Chungcheong Navy Headquarters fortress, located in Soseong-ri, Ocheon, Boryeong, was built along ridges and valleys, and is located deep inside the Cheonsu Bay with a depth of about 20m. It was one of the three major naval bases during the Joseon Dynasty and was responsible for the defense of the Yellow sea coast.
According to historical records, the fortress was installed before the middle of the 15th century, and after the construction of the wall in 1510, it will be fully structured. In the early 18th century, the north gate and military archive were newly built, and there are records of continued renovation and repairs of facilities in the fortress until the 19th century.
Chungcheong Navy Headquarters fortress was the 3rd largest Navy Headquarters Fortress in the Joseon Dynasty and served as a defense against Japanese invasion.
The research on Chungcheong Navy Headquarters fortress was focused on the history, operation, and changes in function. In this study, the structure and construction period of the defense facilities were reviewed through the results of the excavations conducted until recently.
Currently, Chungcheong Navy Headquarters fortress has been excavated eight times. As a result of the excavation, a number of building sites, such as pavilions and government offices, were identified inside the fortress. In addition, defense sites such as walls, fotress gates, fortress with the convex-form of walls for defense (Jeokdae(敵臺) and Chiseong(雉城)), and external defense facilities (sloped walls, moats, and pit traps) were investigated from the outside of fortress wall.
As a result of the excavation of the wall facilities and the defense facilities outside the wall, the structure that was first constructed in Chungcheong Suyeongseong Fortress is confirmed, and structures that have been reconstructed and repaired afterwards are confirmed. The substructures and artifacts of the fortress walls are similar to the time when the first construction of the historical record was made. It is understood that the structure renovated and contracted after the Imjin War, identified in the convex-form of walls for defense and external defense facilities, prioritized the importance of defense facilities and the limitations of human and material resources over the construction rules of historical records. And it is judged that the appropriate construction method was applied according to the geographical conditions and environment in which they will be built.
Chungcheong Navy Headquarters fortress is being discovered in the long term, and it is expected that a lot of data can be accumulated. In the future, the results of excavation of Navy Headquarters fortress are expected to provide important data for historical interpretation of the coastal military system during the Joseon Dynasty.
