하의도 토지분쟁은 조선시대부터 해방 이후 1990년대까지 이어져 온 토지소유권에 대한 농민들의 열망과 저항, 그리고 토지문제가 지니고 있는 모순을 잘 보여주는 대표적인 사례라는 점에서 많은 주목을 받아왔다. 이와 관련해서 토지분쟁의 원인부터 토지 소유권을 둘러싼 갈등과 소유권을 회수하기 위한 하의도 농민들의 저항을 ‘농지탈환운동’이라는 측면에서 그 전개 과정 전반이 연구를 통해서 밝혀졌다. 하지만 1920년대 전개된 하의도 소작쟁의 운동이나 농민조합 운동은 설명이 미흡하거나 그 의미가 간과되어 왔다. 이는 하의도 토지분쟁을 둘러싼 갈등 관계를 단순화하거나, ‘유상매수운동’을 강조하면서 하의도 농민의 저항을 고립적이고 단절적으로 이해하고 있었기 때문이다.
따라서 본 논문은 하의도 토지분쟁에 내재되어 있는 갈등의 복잡성과 그로 인해 발생할 수 있는 농민들 간의 세력 분화에 주목하고자 했다. 또한 1920년대 유상매수운동과 동시에 전개되었던 소작쟁의 운동에 주목하면서 이들 운동이 1928년 농민조합운동으로 이어지는 과정을 살펴보았다. 이를 통해서 하의도 농민들이 생존을 위한 경제투쟁에서 점차 反식민이라는 정치투쟁으로 변화해 가는 과정을 살펴볼 수 있었다.
즉, 1920년대 전국적으로 확산되고 있던 소작문제를 거론하면서 주변 사회 세력과의 연대가 가능할 수 있었으며, 또한 그 과정에서 식민지주를 적극 지원하고 있는 식민권력의 실체를 분명히 인식할 수 있었다. 결국 이들은 일본노동농민당의 지원과 함께 조선농민총연맹, 신간회 등과의 연대를 통해 하의농민조합을 결성하여 생존권을 위한 투쟁을 전개할 수 있었다. 비록 식민권력의 노골적인 지원과 친일단체 상애회의 개입으로 인해 조합원들이 체포되면서 활동이 위축되지만, 이를 계기로 항일 연대에 대한 필요성을 절감할 수 있었다. 따라서 이후 결성된 하의토지회수동맹은 계급적ㆍ민족적 연대를 통한 反총독, 反식민이라는 항일 민족 투쟁으로 그 방향을 명확히 하여 운동을 지속할 수 있었다.
The land disputes on Hauido Island began during the Joseon Dynasty to continue onto the 1990s even after the liberation and therefore, received a lot of attention as a classic example that displayed the aspirations and resistance of tenant farmers as well as conflicting aspects of issues regarding land. In relation to this, the resistance of Hauido’s tenant farmers to recover land ownership and the conflicts surrounding land ownership starting with the cause of land disputes were studied in the aspect of ‘land ownership recovery movement’ for the entire development process to be revealed through research. However, the explanation for the tenancy dispute movement or the farmer association movement of Hauido Island, developed in the 1920s, were either insufficient or the significance was overlooked. This was because the conflicting relationships surrounding the land disputes in Hauido Island were simplified or the ‘paid purchase movement’ was excessively emphasized while having an isolated and discontinued understanding for the resistance of Hauido’s tenant farmers.
Therefore, the purpose of this study was to focus on the complexity of conflicts inherent in Hauido Island’s land disputes and differentiation of power amongst tenant farmers that could be caused by such complexities. Moreover, the study focused on the farm tenancy dispute movement that was developed alongside the pay purchase movement in the 1920s to examine these movements continuing as the farmers association movement in 1928. Through this process, it was possible to examine the process where the economic strife of Hauido’s farmers for their survival gradually changed to the political struggle that was anti-colonialism.
In other words, discussing the tenant farming issues that was spreading nationwide in the 1920s made it possible to form solidarity with the social powers of surrounding areas and through this process, it was possible to clearly understand the truth regarding colonial authority that was actively supporting colonialism. Ultimately, they formed the Haui Farmer’s Association through solidarity with the Federation of Joseon Farmers and Singanhoe along with the support of Japan’s Labor-Farmer Party to start the fight for their right to live. Although there was a decline in the activities as members of the association got arrested due to the involvement of the pro-Japanese organization Sangaehoe and the blatant support of colonial authority, it made it possible to reduce the need for anti-Japanese unions. Therefore, the Haui Land Ownership Recovery Alliance that was formed, was able to continue the movement by clarifying the direction with anti-Japanese struggles of anti-government and anti-colonialism through class-ethic solidarity.
