Korea has an aging rate and speed of super-aging ahead of Japan, and the market size of the senior industry is expected to be about 125 trillion won. However, there is a lack of social awareness or institutional support for universal fashion design, including Korea's elderly products and services. Since the launch of the Korea Universal Fashion Association, there has been ongoing research in universal fashion design. Clothes are worn directly on the body and have the most sensitive psychological factors. For fashion design to evolve into a universal tool, continuous research and development must satisfy an individual's lifestyle. Therefore, the social and institutional devices of universal design will be considered in Kobe, Japan. Through the development case, identify the social and cultural approaches in which various members and each generation can coexist. The purpose of the research is to provide primary data for the planning and development of welfare and auxiliary equipment products and service industries in universal fashion design as the future growth industry of Korea. The research method is based on data from the Conference of Universal Design held by the Kobe Citizens' Welfare Promotion Association at Siawasenomura in commemoration of the 30th anniversary in 2019 and from studies by Mitera Sadako, a professor at Kobe Design University. The theory and case of universal design and fashion design in Kobe, Japan, was investigated through various literature materials, professional books, Japanese commercial sites, and You Tube. Multiple attempts have been made to develop a universal fashion product that can meet qualitative satisfaction beyond functional satisfaction for the elderly and potential elderly. We are building a lifestyle support service to present a new direction in life. This research will contribute to the development and growth of fashion design products in Korea.
