본 연구는 수요감축량 산정기준에 따라 수요반응(DR)의 효과가 과대평가 될 수 있다는 문제의식에서 시작되었다. 이를 확인하기 위해, 2019년 여름에 실시한 스마트 홈 기반 수요반응 시범사업의 전력사용량 절감효과를 전후비교법과 이중차분법을 이용해 분석하고, 현행 산정기준인 고객기준부하방식과 비교하였다. 그 결과, 고객기준부하방식으로는 대상 사업에서 전력사용량 절감률이 평균 15% 수준으로 계산되었으나 이중차분법에서는 절감효과가 없는 것으로 나타났다. 심지어 전후비교법에서는 DR 발령 참여가구들의 전력수요가 오히려 증가한 것으로까지 나타났다. 이러한 결과는 DR 사업에서 보다 엄밀한 수요감축량 산정기준이 필요함을 암시한다. 정확하게 수요절감량을 산정하는 것이 DR 사업 설계자나 참여자 모두에게 적절한 경제적 유인을 제공할 것으로 기대한다.
This study analyzes the pure effects of smart-home-based DR program conducted in the summer of 2019 using before-and-after analysis(BAA) and difference-in-differences(DID). Although CBL-based calculation shows about 15% average reduction of electricity usage, DID points out that the reduction effects do not exist in this specific program. BAA even says that the electricity demand increased during DR issues. However, the results of DID seems to tell the true effects, in the sense that only DID satisfies the premise of the approach. These results implies that DR programs need to have strict calculation standard of demand reduction. Estimating exactly the reduction provides appropriate economic incentives both for DR program designers and for the participants.
