본 논문에서는 향후 남북한 에너지 수급통계의 순조로운 통합과정을 위하여 현황을 분석하고 그에 따른 정책적 시사점을 제공한다. 구체적으로 동서독 에너지 수급통계의 통합 사례를 조사하여 향후 남북 통계 작성 담당자에게 발생할 수 있는 문제를 살펴보았다. 더불어 기초적인 남북 통합 에너지 수급통계의 분석을 통해 양국 간 실물경제의 격차가 점차 커지는 현상을 발견하였다. 이를 기반으로 본 연구가 제시하는 주요 정책적 시사점을 요약하면 다음과 같다. 사회주의 국가인 북한의 에너지 통계는 남한에 의해 단순화되어 추정되고 있다는 점에서 단기적으로 남북 간의 에너지 시스템을 동일화시키려는 노력이 가장 시급하다고 할 수 있다. 장기적인 관점에서는 에너지 통계 작성에 관한 남북 간 인적/물적 교류, 그리고 북한 에너지 통계 작성자들에 대한 역량 강화 등이 같이 수행되어야 할 필요성이 있다.
This paper provides the current state and policy implication for unified energy supply and demand statistics of South and North Korea. To do so, we can diagnose the potential issues to statistics makers by examining the case of east and west germany, and find that the gap between the fundamentals of North and South Korea grows over time. The summarized policy implications are as follows. Since, the energy statistics of North Korea, a socialist country, are merely simplified and estimated by South Korea, we have to make a great endeavor to unify the concepts and categories of energy sources in the short run. In the long run, we have to increase both the human/physical network between South and North Korea for energy statistics and the capacity building of North Korea’s statistics makers.
