본 연구는 2018년 10월부터 한국 경찰에 도입된 ‘대화경찰’ 제도의 효과성에 대한 인식과 이에 대한 영향요인을 조사하기 위해 수행되었다. 먼저 경찰관과 집회참가자 대상의 설문조사를 통해 대화경찰 활동에 대한 평가, 질서유지 및 집회 자유보장 측면에서의 효과성, 그리고 대화경찰 활동에 대한 만족도 등, 제도의 효과성에 대한 인식을 확인하였다. 그 결과, 집회참가자들이 인식하는 대화경찰 제도에 대한 효과성이 경찰관의 인식보다 더 긍정적임을 확인하였으며, 이러한 결과는 외부보다 경찰 내부에서 대화경찰 제도에 대한 회의적 시각이 더 강한 실정임을 보여준다. 이어서 대화경찰 제도에 대한 효과성 인식에 영향을 미치는 요인을 확인하였다. 분석결과, 경찰관의 효과성 인식에 영향을 미치는 요인은 근속연수, 대화경찰 업무수행 횟수 등이었으며, 반면에 집회참가자가 인식하는 효과성에 영향을 미치는 요인은 대화경찰과의 직접적인 소통 경험 유무, 경찰에 대한 평소 신뢰도 등이었다. 또한 경찰관과 집회참가자 모두 공통적으로, 집회현장에 배치되는 대화경찰이 적다고 인식할수록 효과성을 높게 인식하는 것으로 나타났고, 집회시위 자유 보장에 대한 당위성을 높게 인식할수록 대화경찰 제도에 대해 긍정적인 태도를 갖는 것으로 나타났다. 이러한 결과를 바탕으로 연구자들은 대화경찰의 적극적인 활동을 촉구하고 집회시위 자유 보장 역할을 강조하는 등, 대화경찰 제도에 대한 인식개선 방안을 논의하였다.
This study was conducted to investigate perception and its influencing factors of the effectiveness of the 'Korean Dialogue Police' system introduced to the Korean national police since October 2018. First, each survey on police officers and protest participants attempted to confirm the perception of the effectiveness of the system, such as evaluation of dialogue police activities, effectiveness in maintaining order, effectiveness in ensuring freedom of demonstrations, and satisfaction with dialogue police activities. As a result, it was confirmed that the effectiveness of the dialogue police system perceived by the protest participants was more positive than that of the police officers, and these results demonstrated that skepticism about the dialogue police system was stronger inside the police than outside. The study then identified factors that influence the perception of effectiveness in the dialogue police system. According to the analysis, the factors that influence the police officer's perception of effectiveness were the number of years on service and the number of times they performed as dialogue police. In contrast, the factors that affect the effectiveness of the rally participants were the experience of direct communication with the dialogue police. In addition, both police officers and participants were found to have higher perception of effectiveness if fewer dialogue police officers were deployed to protest sites. It was also found that the higher the legitimacy of the demonstration they perceive, the more positive they were toward the dialogue police system. Based on these results, the authors discussed the ways to improve awareness of the dialogue police system, such as encouraging active activities of the dialogue police and emphasizing the role of ensuring freedom of demonstrations.
