The importance of complying with law of war(LOW) and managing collateral damage in modern warfare is increasing day by day, and it is a strategic crucial factor that must be considered for the victory of the war. To this end, the U.S. military is applying CDM through the CJCSI 3160.01(No-Strike and the Collateral Damage Estimation Methodology). ROK forces also has been applied this methodology since 2010, but the current status is still in its infancy.
In the future, it should be considered that the issue of collateral damage management may emerge as a more important task for ROK forces, which has to carry out between homogeneous nations war in Korean peninsula, unlike other wars. Therefore, collateral damage management field will be an area that needs to be developed urgently.
In response, this study diagnosed the current address of collateral damage management of the ROK forces, and proposed development measures for comprehensive collateral damage management of ROK forces through a more essential and substantial approach to collateral damage.
