지금까지 섬사람은 섬을 ‘변방의 변방’으로 보는 인습적 사고의 틀 안에서 난민으로 취급되었다. 이 연구에서는 이러한 경험이 “뉴노멀(New Normal) 시대”에 오히려 더욱 강화되고 있다는 점을 ‘모던(Modern)’이라는 시간과 ‘경계’라는 공간을 중심으로 분석한 제주 섬의 역사를 통해 살펴보았다. 근대 이전 동아시아 지역에서 섬은 ‘바다’라는 자연 경계 너머에 있는 경계로 인식되고 기율되었다. 이 경계 너머 경계는 주변으로 소외된 곳이었지만, 중앙의 영향력이 미치기 힘든 공간이기도 했다. 이 공간을 삶의 자리로 하는 섬사람은 이중적 수탈의 대상이면서 트랜스네이션을 경험하는 주체이기도 했다. 서양제국주의가 동아시아를 침탈하던 이른바 모던의 시기에 이 경계 위에는 서양제국주의에 의해 새로운 경계가 포개지게 되었다. 이렇게 해서 경계 위의 경계가 된 섬은 본토에 대한 주도권을 다투는 각축장이 되었고, 섬사람은 근대적 의미의 난민이 되었다. 근대국민국가의 출범과 함께 미국식 근대화를 추구했던 근대 이후 섬은 세계화의 이상에 따라 더이상 경계로서 작동하지 않게 되었다. 하지만 최근의 제주 열풍에서 확인되듯이 섬과 육지의 거리가 압축될수록 과거의 시간과 공간을 재현하는 경계로서의 기능이 강화된다. 그 결과 섬사람의 난민화와 난민의 이주가 가속화된다. 이러한 문제를 해결하려면, 섬을 주변부의 경계로 보는 인습적 사고에서는 물론 근대의 공간 개념에서도 벗어나는 일이 우선되어야 한다.
The islanders have been so far treated as refugees within the frame of the conventional of thinking the island as ‘the most frontier area of frontier areas.’ This study examined that this experience is being strengthened in The Age of the New Normal through the history of Jeju Island, which analyzed the time called ‘modern’ and space called ‘boundary’. In the regions of the pre-modern East Asia, the island was recognized and disciplined as the boundary beyond the natural boundary of ‘the sea’. The boundary beyond this boundary was alienated as the periphery, but it was also a place which the central influence could hardly have influence on. The islanders, who made this space a place of life, were the subjects of double exploitation and those of experiencing transnation. During the so-called modern period when Western imperialism invaded East Asia, the new boundary was laid over by Western imperialism. Thus, the island, which became boundary on the border, became the battleground for the initiative over the mainland, and the islanders became refugees in the modern sense. After the modern era, which pursued American modernization along with the establishment of a modern nationstate, the island was no longer functioning as boundary due to the ideals of globalization. However, as confirmed by the recent Jeju craze, as the distance between the island and the land is compressed, the function as a boundary to reproduce the time and space of the past is strengthened. As a result, refugeeization of islanders and migration of refugees accelerate. In order to solve this problem, it must be prioritized to deviate from the modern concept of time and space as well as the conventional thinking of seeing the island as the boundary of the periphery
