유역별 통합하천관리를 위하여 주관부처 및 관리주체의 일원화가 필요하다. 종래까지 “하천”과 “하천수”를 구별하고, “하천수”도 “수자원으로서의 하천수”와 “물환경 보전대상으로서의 하천수”로 구별하여 각각 국토교통부와 환경부가 관리하던 것을 최근 정부조직법 및 하천법을 개정하여 “수자원으로서의 하천수”와 “하천에 관한 사무”까지 환경부로 이관되어 명실상부한 하천의 통합관리가 이루어질 수 있는 제도적 기반이 마련되었다. 그러나 하천관할 주무부처가 환경부로 일원화되었다고 하지만 여전히 국가하천, 지방하천, 소하천 등 기존 하천의 목적 또는 기능에 따라 하천의 관리주체를 달리함으로써 나타나는 문제는 여전하다. 특히 지방하천을 국가하천으로 승격하여 유역물관리위원회에 의한 유역통합관리를 효율적으로 추진할 필요가 있다. 이것은 단순히 국가하천과 지방하천의 통합을 의미하는 것이 아니라 유역별 물관리통합의 기초를 설정한다는 점에서 매우 중요하다. 그리고 물사용의 60%이상이 농어촌용수라는 점에서 농림축산식품부 소관의 농업용수 관리도 환경부로 전환할 필요가 있다. 현재의 농업용수 관리의 실질도 기존의 하천관리와 다른 점이 없다는 점과 원칙적으로 유역물관리위원회의 통제 및 물관리의 효율성을 확보하기 위하여 환경부로 주관부처를 변경하고 농림부 등 관련기관의 협조방식으로 관련법제를 개선할 필요가 있다. 그리고 수자원공사의 댐용수관리와 한수원의 수력 댐용수 관리도 그 본질이 하천수의 관리라는 점에서 물 관리 통합의 효율성을 확보하기 위해서 일원화되어야 한다. 즉 하천관리업무를 유역물관리위원회와 환경부로 통일하고 다만 일정한 경우에 위임을 받아 지방자치단체 또는 수자원공사 등 관련기관이 업무를 처리하되 유역위원회와 환경부의 지휘를 받도록 하여 하천관리의 통합을 효율적으로 수행하도록 관련법제 마련이 필요하다. 그리고 유역별 관리단위인 ‘유역’은 유역관리의 기본적 사항이라는 점에서 관리단위를 ‘유역’으로 하되 그 경계와 구분을 대유역뿐만 아니라 중・소유역까지 포함하여 물관리기본법에서 직접적으로 규정할 필요가 있다. 그리고 유역관리의 실현방법으로서 소유역(또는 소하천) 중심의 상향식 유역관리가 필요하다고 보아 이에 관한 내용도 향후 입법에 반영할 필요가 있다.
