본 논문은 메르스와 코로나19의 비교연구를 통해 질병이 혐오를 유발하는 사회적 맥락을 분석하는 데 목적이 있다. 이를 위해 메르스와 코로나19의 첫 확진자가 발생한 날로부터 8주간 조선일보와 한겨레신문에 실린 사설 총 206건을 추출하여 혐오 담론이 발생한 양상을 분석하였다. 연구 결과, 메르스 당시에는 질병이 보건의료의 문제로 이슈화된 반면 코로나19는 정치적 문제로 이슈화된 것을 발견할 수 있었다. 코로나19 확산 초기 중국인에 대한 혐오는 총선을 앞두고 정치적 민감도가 높은 상황에서 질병이 진영논리를 대변하는 정쟁의 수단으로 전락한 결과였다. 반면 메르스 유행 당시에는 사회적 긴장과 갈등이 표출되긴 하였으나 특정 소수자 집단에 대한 혐오로 이어지지 않았다. 본 연구는 국내의 정치적 상황이 재난을 혐오로 이어지게 만드는 기폭제로 작용함을 보여주었다는 데 의의가 있으며, 소수자 혐오를 부추기는 반다문화 담론의 확산을 저지하기 위한 학문적, 정책적 노력을 제안하였다.
This paper aims to explore the social contexts where hatred against minorities flourishes by comparing MERS and COVID-19. To this end, I reviewed theories on how a disease produces hatred and examined 206 editorials of the Chosun Daily and Hankyoreh Daily during 8 weeks since the first outbreak of MERS and COVID-19. The results show that hatred against Chinese in the early stage of COVID-19 was partly because of the heightened political sensitivity ahead of the general election. This finding becomes clearer when compared with the case of MERS, where political sensitivity was relatively lower and hatred against minorities did not arise. This study contributes to revealing the mechanism by which domestic politics exacerbates hatred against minorities in times of disease outbreak, and suggests the need for academic and policy attention to the recent anti-multiculturalism that worsens hatred against minorities.
