이 연구는 국립대학 육성사업을 통해 수행되어 온 대학 간, 대학-지역사회 간 ‘네트워크 활성화 사업’의 내용 및 참여자의 네트워크를 분석함으로써 그 특성을 도출하고자 하였다. 이를 위해 1-2차년도 ‘네트워크 활성화 사업’에 참여한 9개 거점 국립대의 사업계획서를 활용하여 사업의 내용 및 참여자에 대한 네트워크 분석(Social Network Analysis)을 실시하였다. 분석의 주요 결과를 제시하면 다음과 같다. 첫째, 1차년도에 비해 2차년도에는 사업내용이 확대된 반면, 사업내용 간 네트워크의 연결중심성, 근접중심성, 매개중심성은 감소되어 특정 사업의 중앙집권적인 영향력이 감소되고, 중재자적 역할을 하는 사업들이 분산되어 나타났다. 둘째, 2차년도에 대학 간, 대학-지역사회 간 사업 모두 참여자 수가 증가하여 대학 간, 대학-지역사회 간 참여자들의 교류가 양적으로 확대된 것으로 나타났다. 아울러, 대학 간, 대학-지역사회 간 네트워크의 연결중심성, 매개중심성, 근접중심성이 모두 2차년도에 높아진 것으로 나타났는데, 이는 일부 거점 국립대학 외에도 다양한 국립대학 및 지역사회기관들을 중심으로 한 연계가 보다 강해지고, 그러한 다양한 대학 및 기관들의 영향력과 중재자적 역할이 보다 확대된 것임을 시사한다. 이상의 분석 결과를 토대로 ‘네트워크 활성화 사업’의 개선을 위한 정책적 제언을 제시하면 다음과 같다. 첫째, ‘네트워크 활성화 사업’을 추진하는 데 있어서 국립대학들은 사업내용의 양적 확대보다는 사업 운영의 내실화 및 질적 고도화를 위한 지속적인 노력이 요구된다. 둘째, 정부 차원에서는 국립대학 육성사업의 성과를 분석 및 평가하는 데 있어서, 사업의 성과로서 사업내용 또는 사업참여자 수의 단순 증가가 아닌 사업내용 간, 사업참여자 간 교류와 협력의 강도(밀도), 연결 정도, 영향력 정도 등을 고려할 필요가 있다.
This study attempted to derive the characteristics of the network of the National University Development Project by analyzing the contents and participants’ network of the ‘Network Activation Project’ that has been carried out through the National University Development Project. The main results of the analysis are as follows. First, while the project contents were expanded in the second year, the centrality of connection, proximity centrality, and mediation centrality of networks decreased, reducing the centralized influence of specific projects and dispersing the projects that act as mediators. Second, in the second year, the number of participants in both the inter-university cooperation project and the university-community cooperation project increased, and it was found that the exchanges between universities and university-community participants were quantitatively expanded. In addition, it was found that the connection centrality, mediation centrality, and proximity centrality of networks between universities and colleges and communities all increased. This means that the links centered on various national universities and community institutions have been strengthened, and the influence and mediator roles of various universities and institutions have expanded.
