(Background and Purpose) In recent years, the number of individuals with various physical and cognitive disabilities has increased due to social changes such as the aging society. Accordingly, the demand for town office facilities has also increased as a universal facility used by an unspecified number of people. This means that in public office buildings such as town offices, it is important not only to secure accessibility for the disabled but also to maintain it in consideration of use by an unspecified number of people. (Method) The spatial scope of this study targeted 16 town offices located in Mapo-gu, Seoul, and the problem was analyzed by evaluating the level of universal design application of the town office. After examining the definitions and trends related to universal design, this study constructed a checklist based on related standards, such as the Seoul Universal Design Integrated Guidelines and the Seoul Welfare Facility Universal Design Guidelines. Based on this, a survey of the environment of the town office was conducted, focusing on users and operators, to determine the level of application of the universal design. Then, elements requiring improvement were analyzed and presented. (Results) The current status survey showed that facilities and facility items for visitors and users showed very low suitability (25%) because of the insufficient installation of reception stands and workstations. Regarding items for infants, the suitability of stroller storage space was 6.25%, and the suitability of diaper changing stations and breastfeeding spaces was 12.5%. The suitability of sanitary spaces was also low, and the installation of crime prevention facilities such as maintaining proper illumination, CCTV installation, and safety emergency alarm facilities at the entrance to the toilets was found to be 50%. (Conclusions) A summary of the results derived from the current status survey is as follows. First, safe walking, route guidance, and secure cognition are required in external access spaces. Second, regarding internal facilities, it is necessary to secure passages and waiting spaces that allow comfortable walking, and to install appropriate standards for reception and information desks. Third, regarding sanitary spaces, it is necessary to install multipurpose toilets and improve crime prevention facilities, considering the use of such spaces by families and people of different genders. Fourth, facilities related to guidance are required to promote use by foreigners. Finally, in relation to warning and evacuation facilities for the visually impaired and hearing impaired, supplementary services are required to prevent the omission of the installation of visual and audio warning facilities in case of an emergency.
