본 연구는 전국의 초·중·고교에서 실시된 국제 교류 수업을 세계시민교육 관점에서 분석하여 실행 경향을 검토하고 개선 방향을 제안하는데 목적이 있다. 이를 위해 2015년부터 2021년까지 학교에서 시행된 국제 교류 수업 사례를 수집하고, 학교급, 시행 연도, 시행 교육청, 교류 수업 시행 국가 등을 분석하였다. 더불어 Merryfield의 세계시민교육 개념 범주를 사용하여 실행 사례에 어떤 범주가 주로 사용되었는지를 밝히고자 하였다. 분석 결과 및 제언은 다음과 같다. 첫째, 수집된 국제 교류 수업 사례 중 절반이 고등학교에서 실시되었고, 초등학교와 중학교 수업 사례 수는 비슷하였다. 둘째, 국제 교류 수업은 2015년도를 제외하고는 매해 지속적으로 실시되고 있었다. 셋째, 국제 교류 수업 시행 횟수에 교육청별 편차가 있었다. 대구와 경남, 경북 및 수도권 지역의 교육청에서 다수의 사례를 수집할 수 있었다. 넷째, 국제 교류 수업은 주로 아시아권 국가들을 대상으로 실행되었음을 확인하였다. 한편, 세계시민교육의 내용 범주를 중심으로 보았을 때 국제 교류 수업에 ‘간문화적 이해·상호작용·의사소통’ 범주의 내용이 압도적으로 많이 사용되었고, 다른 요소는 적게 다루어 지거나 거의 다루어지지 않았다. 이때 외국 방문이 포함되지 않은 경우, 편중이 줄어들고 보다 많은 세계시민교육 개념 범주가 쓰이고 있음을 확인하였다. 이러한 분석 결과를 고려할 때 보다 효과적인 국제 교류 수업을 위하여, 수업을 개발할 때 국제 교류 수업에서 다루는 내용 범주와 관련 수업 방식의 다양화가 필요하다. 그리고 이를 지원할 수 있는 국제 교류 수업 아카이브를 마련하고 협력 수업 담당자 및 코디네이터의 네트워크 구축이 이루어질 필요가 있다.
This study aims to analyze and review the international exchange classes conducted in elementary, middle, and high schools from the perspective of global citizenship education, and to suggest directions for improvement. To this end, we collected cases of international exchange classes conducted from 2015 to 2021, and analyzed their school levels, years of implementation, office of education implemented, national information, etc. Additionally, using Merryfield's Global Citizenship Education(GCE) concept categories, we attempted to reveal which categories were mainly used in international exchange classes. The analysis results and suggestions were as follows: First, half of the international exchange classes were conducted in high schools, and the numbers of cases were similar in elementary and middle schools. Second, international exchange classes were conducted continuously every year except for 2015. Third, there were differences in the number of international exchange classes per office of education. We managed to collect several cases from Daegu, Gyeongnam, Gyeongbuk, and the metropolitan area. Fourth, international exchange classes were conducted mainly in Asian countries. On the other hand, the content category of global citizenship education showed that, “intercultural understanding, interaction, and communication” was consistently used overwhelmingly in the content of the international exchange classes. and other elements were scarcely addressed or unaddressed. In this case, when foreign visits were not included, it was confirmed that the bias was reduced, and more categories of GCE were used. Considering the results of this analysis, it is necessary to diversify the content categories and related teaching methods when developing international exchange classes. Moreover, it is necessary to prepare an archive of international exchange classes that can support this, and to establish a network of coordinators and teachers to conduct international exchange classes.
