In this paper analyzed the Movement against Licensed Prostitution submitted to Aichi Prefecture in 1934. The plan, which was originally considered to have been drawn up by the Aichi Prefecture peace section, was actually proposed by the “NAKAMURA YUKAKU” association. Analysis of “NAKAMURA YUKAKU”’s changes and management conditions clearly shows that “YUKAKU” was strongly influenced by the Showa Depression. This coincides with the time when the plan, was introduced. It can be inferred from this that this case was intended to reform management by breaking away from the licensed prostitution. From this point of view, we can see the positive attitude of “YUKAKU”association.
