본 연구는 심리서비스법 관련 논쟁이 진행되는 과정에서 상담계에 던진 근본적인 질문, 즉 “우리나라에서 상담은 전문직인가?”, “상담은 별도의, 독립적인 직업으로 인정될 수 있을 만큼 충분한 요건을 갖추고 있는가?”라는 질문에 대한 답을 구하려는 목적에서 출발하였다. 전문직의 요건에 비추어 상담계 현황을 분석한 결과, 우리나라에서 상담은 전문상담서비스를 제공하는데 필요한 지식기반과 실무 역량, 회원들의 권익을 보호하는 전문단체, 사회적 책임을 포함한 윤리의식을 갖추고, 예비 상담사들의 입직을 위한 민간 차원의 자격제도를 운영하고 있지만, 교육 프로그램을 인준하고 상담사 전체를 대상으로 법률로써 자격을 부여하는 제도는 마련되어 있지 않은 것으로 확인되었다. 결국, 교육 프로그램 인준과 국가 수준의 자격제도를 법령으로 마련하는 일이 상담의 전문적 정체성을 제도적으로 보장받기 위해 반드시 필요한 과제임이 분명해졌다. 이에 연구자들은 인준과 상담 모법 제정을 위해 정신건강전문직 간 인식의 확인과 합의, 상담 직역 내 소통과 협력의 중요성을 강조하였다. 또한 상담전문직을 통합하고 집단적 정체성을 강화하기 위해 미국 상담계가 기울인 노력을 소개하고, 우리나라 상담계에 던지는 시사점을 논하였다.
This study aims to answer the questions raised during the debate on the Psychological Service Act, that is, “Is counseling a profession in Korea?”, “Does counseling meet sufficient requirements to be recognized as a separate, independent job?" Analyses of the current status of counseling in light of professional requirements revealed that counseling has a private qualification system for prospective counselors with separate knowledge base and practical capabilities, professional organizations protecting the rights and interests of their members, and social responsibility necessary to provide professional services, but there is no legal system to approve the education program and grant qualifications to counselors. It became clear that approval of educational programs and a national-level licensure system are essential to establish the professional identity of counseling. In this end, it is important to secure the agreement of other mental health professionals and to communicate and cooperate within the counseling professions. The efforts made by the US counseling communities to integrate counseling professionals and strengthen their collective identity were introduced and the implications for the Korean counseling community were discussed.
