본 연구는 위(Wee) 프로젝트 집행과정을 Lipsky의 일선관료제 모형으로 분석하여 전문상담교사가 주어진 직무환경 내에서 정책을 집행하는 양상을 드러내고자 하였다. 위(Wee) 프로젝트 정책과정의 실증적인 검토를 위해 상향적 접근방법인 립스키(M. Lipsky)의 일선관료제 모형을 적용하였다. 학교상담의 전달체계 또는 교육정책 집행과정에서 일선관료인 전문상담교사는 학교상담 정책의 상당 부분을 집행하고 있으며, 학생과 학부모들과 직접적으로 상호작용하면서 수혜대상자층인 학생, 교사, 학부모, 지역사회까지 방대하고, 공적인 권한을 가지고 업무를 수행하고 있다. 이에 일선관료인 전문상담교사를 중심으로 위(Wee) 프로젝트 집행과정을 살펴보고 학교상담 정책의 의의와 가치를 드러내고자 하였다. 연구결과, 전문상담교사는 위(Wee) 프로젝트를 운영함에 있어서 Lipsky가 이론에서 규정한 바와 같이 ‘자원의 부족(시간과 정보, 인적자원)’과 ‘정신적·육체적 위협’, 그리고 ‘행정 부서의 이해부족으로 인한 갈등’으로 스트레스를 받고 있었다. 전문상담교사는 이러한 직무환경에 대한 대응행위로서 행정업무를 ‘단순화’시키고, 실무에 적합한 자료를 제작하여 ‘정형화’하면서 동료나 관리자와의 의사소통을 통해 업무를 개선하거나 개인적으로 업무시간을 추가하여 조정해나갔다. 이러한 연구 결과를 바탕으로 향후 학교상담의 정책에 관한 시사점을 논의하였다.
This study analyzed the implementation process of the Wee project based on Michael Lipsky’s street-level bureaucracy model, and aimed to show how professional counseling teachers apply policy within a given work environment. This study mainly applied to examine the actual process of implementing Wee project in the context of school counseling, centering on Michael Lipsky’s street-level bureaucracy model which is one of bottom-up approaches. Professional counseling teachers, who are at the front line of the school counseling delivery system or educational policy implementation process, implement most of student counseling policies and directly interact with students and parents with public authority to make sure that a wide range of beneficiaries, including students, teachers, parents, and local communities, can access the project. Therefore, this study intended to examine the implementation process of Wee project and to reveal the significance and value of school counseling policy focusing on professional counseling teachers. As a result of the analysis, it was found that professional counseling teachers had been under stress in terms of “lack of resources (time, information, and human resources),” “mental and physical risks,” and “conflict due to lack of understanding of the administrative department” while operating the Wee project as Lipsky defined in his theory. Dealing with such work conditions, the professional counseling teachers had “simplified” and “routinized” administrative tasks by creating practical materials to improve work by communicating with colleagues or managers, and even by handling tasks through their overtime working. Based on the results, this study discussed implications for future school counseling policy.
