The purpose of this paper is to clarify the role and characteristics of urban hygiene, centering on the communal graveyard, which is a sanitary space. This paper, among them, will focus on “Cemetery Rule”. “Cemetery Rule” was established by the Japanese who emigrated to Korea as colonists, published in 1912. The political structure of Busan Prefecture excluded the position of Koreans when establishing a system for the establishment of a communal graveyard. This was done mainly in the Korean settlement area of Busan Prefecture. In addition, the main users of the communal graveyard set up in Busan Prefecture were Koreans, not the Japanese who created the communal graveyard. It is probable that the Japanese did not bury them because they returned to their home countries, and that the burial facilities were set up and maintained in the Korean area, which was in the alienated area. The communal graveyard, a facility that appeared in Korea under “Cemetery Rule” of public health practice, has closed the spiritual stability and hygienic life of Korea. It was established with the idea of ‘modern public health’ and the ‘efficient use’ of land in mind for the colonists. Such a policy by the Japanese of Government General of Korea has caused a great deal of opposition to Koreans, but it began to be accepted by Koreans from the 1930s. It can be read as ‘formed under the leadership of a dominant ideology’ rather than modern adaptation, along with aspects of land seizure, expansion of Japanese settlements and urban development for Japanese in Korea.本稿の課題は、植民者として朝鮮に移り住んだ日本人が一九一二年公表した「墓地規則」により設置された、衛生空間である共同墓地を中心に都市衛生の役割とその特性を明らかにすること検討することであった。共同墓地の設置に関する制度を設ける際、釜山府の政治的構造により朝鮮人の立場は排除された。釜山府に設置された共同墓地の主な利用者は共同墓地を作り出した日本人ではなく、朝鮮人であった。日本人は本国への帰郷という理由で埋葬せず、埋葬施設は疏外地域にあった朝鮮人地域に設置・整備したと考えられる。公衆衛生の実践という「墓地規則」によって朝鮮に登場した施設である共同墓地は、朝鮮の精神的な安定と衛生的な生活を閉鎖してしまった。植民者の立場にとって「近代的公衆衛生」観念及び土地の「効率的利用」という点を念頭に置いて制定したものである。朝鮮総督府によるこのような政策は、朝鮮人の大きな反発をもたらしたが、一九三〇年代から朝鮮人の間で受容され始める。それは、土地収奪や日本人居住地の拡張及び在朝日本人のための都市開発という側面と共に、近代的順応ではなく「支配的イデオロギーの主導の下に形成される」ことのように読み取ることができる。
