본 연구는 서울과 경인 지역에 거주하는 가구 특성과 그 변화를 통해 주거실태를 비교하고 주거환경과 주거비에 영향을 주는 요인을 분석하고자 한국복지패널(KoWePS) 5차 웨이브(2010년)와 15차 웨이브(2020년)를 활용하여 통계분석을 실시하였다. 그 결과, 두 지역 모두 가구주의 고령화, 근로활동 참여율의 감소세, 여성 가구주의 상승세, 기혼 가구의 하락세, 가구 규모의 수축 등 동일한 현상이 확인되었으며 그 범위와 정도의 차이가 있었다. 고학력의 임금근로자가 비교적 더 많은 서울은 경인 지역보다 더 큰 폭의 가구 감소와 비노년층 가구의 유출이 커 고령화를 가속화시켰고 1인 미혼가구와 여성 가구주의 증가가 두드러졌다. 반면 비노년층 고학력 가구의 유입으로 고령화가 서울보다 느린 경인 지역은 자영업자 급감, 임금근로자와 맞벌이 가구의 증가로 소득 향상, 사별에 의한 여성 가구주의 상승이 확연하였다. 이러한 가구 특성 변화는 지역 간 주거 격차를 확대하여 침실 3실 미만의 소형 공동주택에 거주하는 임차 가구가 많은 서울에서 10년간 주거 변동이 없었으나 경인 지역 가구의 상당수가 침실 3실 이상의 소형 아파트에 거주하는 자가 가구로 주거사다리의 상향 이동(자가와 아파트 거주율 상승, 거주면적 확대, 침실 수 증가 등)이 뚜렷하였다. 소득 향상이 뒷받침된 주거 수직 상승으로 경인 지역 가구의 주거비 부담 변화는 미미하였고, 절대적 및 주관적 기준이 미달된 주택에 거주하는가구도 서울보다 더 크게 감소한 동시에 주거환경 제반 요소에 대한 만족도도 더 높았고 각 요소의 상승폭도 더 컸다. 모든 지역에서 주거·복지 서비스 이용 가구가 급증하였으며 현금급여 방식에 편중되었다. 한편 주택 및 주거환경 만족도의 영향 변인은 두 지역 모두 비례관계의 가족관계와 소득의 만족도였으며, 추가로 주택 만족도는 비례관계의 주택규모와 반비례 관계의 주택 구조 및 성능 미달 여부, 주거환경 만족도는 비례관계의 사회적 교류, 건강, 직업, 여가 만족도가 공통 설명 변수였다. 주거비의 결정 변수는 지역과 시기에 따라 다소 차이가 있었으나 소득의 영향력이 커진 가운데 슈바베 지수의 결정 변수는 비례관계의 소득대비주거비와 반비례 관계의 가구규모, 소득대비주거비의 설명 변인은 비례관계의 슈바베 지수와 반비례 관계의 소득으로 모든 기간에 걸쳐 공통적으로 확인되었다. 이처럼 가구 특성에 연동되는 주거수준 변화는 지역 시장과 대응에 따라 거주 격차를 키우므로 도시 경쟁력 확보 일환으로 주택 스톡의 효율적인 수급 관리와 다양한 주거·복지 서비스의 제공이 필요하다.The purpose of this research is to compare the socio-economic status and living arrangements of ordinary households between Seoul and Gyeonggi-Incheon Area(GIA), and to explore the determinants of their housing quality and housing expenditure. Utilizing the 5th and 15th Korea Welfare Panel Study(KoWePS), this longitudinal study performed statistical analyses, and the results indicated that both districts during the study decade shared commonalities of demographic ageing and shrinking including a fast growth in elderly and female-headed households, a rapid decline in numbers of ordinary households and family households, and a reduction in the economic activity participation rate and household size. While Seoul had more college-educated, salaried workers and the steady outflow of non-elderly households from the city accelerated the urban ageing, the continuing inflow of highly-educated workers and non-elderly households to GIA being coupled with a significant increase in the number of dual-earner households led to a sharp rise in income which in turn fostered an upward move on the housing ladder. Indeed, most in Seoul were tenants living in small multifamily housing with two and half bedrooms, and many in GIA owned a small apartment with three bedrooms, enhancing residential satisfaction positively affecting quality of life. It’s explicit that income growth contributed to diminishing the housing inequity between two localities. Further, it’s found that residential assessment was largely attributed to residential environment qualities and income had a crucial factor in determining housing expenditure. Thus, the findings implied that with a strong relationship between housing and labor markets, the local housing market adequately responded to mouting demands for housing and social services driven by demographic transformation and economic expansion.
