본 연구에서는 현업 심리(상담)사들이 어떤 방식으로 신생 심리(상담)사 국가자격증을 경과조치에 의해 수여 받아야 하는지 알아보고자 하였다. 연구의 목적을 달성하기 위하여 먼저 난립하는 민간자격증의 문제, 신뢰할 수 없는 민간상담센터에 대한 이슈, 심리상담 분야의 전문화의 필요성 등 심리(상담)사와 관련하여 최종윤, 전봉민, 서정숙 의원이 각각 대표발의한 법안들의 입법 방향성을 우선 파악하였다. 다음으로 법안들에서 제시하는 경과규정과 법안의 비용추계를 통해 경과조치에 따라 신생 심리(상담)사 국가자격증을 수여받게 되는 최소/최대 인원을 추정하여 현업 공공 및 민간의 심리상담 시장의 규모를 토대로 비교, 분석하였다. 그 후 핀란드와 미국의 심리상담 인력을 중심으로 우리나라에 필요한 심리상담 인력을 추정하였다. 나아가 대만과 일본의 경과조치 사례를 소개하며 입법의 방향성에 맞게 경과규정이 어떻게 구성되는 것이 좋을지 제안하였다.
This study aimed to investigate how the new national certificate to be established should be granted to existing psychological counselors. To this end, the purposes of the counseling-related bills respectively proposed by Representative Choi Jongyoon, Jeon Bongmin, and Suh Jungsook were first examined, including a flood of private certificates, unreliable private counseling centers, and the need for professionalizing the field of psychological counseling. Next, based on the transitional provisions and cost estimations, the minimum and maximum numbers of psychological counselors to be granted the new national certificates based on each of the bills were compared and analyzed referring to the current size of the public and private psychological counseling market. In addition, the number of psychological counselors needed in Korea was estimated, with reference to the numbers of counseling-related professions in Finland and the United States. Also, transitional provisions of counseling-related laws in Taiwan and Japan were examined. Based on the findings, it was discussed how the transitional provisions should be structured according to the purpose of the legislation.
