우리나라의 사회복지 분야 재정지출은 OECD 국가 중에서 가장 높으며, 꾸준히 증가하는 추세이다. 복지재정지출을 감당하기 위한 증세가 불가피함에도 불구하고 국민은 복지 증세에 대한 부정적인 태도를 보인다. 복지 증세에 대한 저항을 완화하기 위해서는 자신이 납부한 세금만큼의 복지혜택을 누릴 수 있다는 신뢰가 바탕이 되어야 한다. 복지 체감도를 높이기 위해서는 정책 만족도를 통해 복지정책에 대한 성과평가와 더불어 시민의 요구에 부응하고 수요자 중심의 복지체계 기반을 마련하기 위해 개인이 선호하는 복지정책의 방향성과 공급 형태를 고려해야 한다. 이에 본 연구에서는 서울시 분야별 정책 만족도와 복지정책 방향 및 공급 형태라는 관점에서 시민의 정책 선호 성향을 살펴보았다. 연구 결과 주거, 교육, 고용, 문화 분야의 정책에 대한 만족도는 복지혜택의 인식 수준과 인과관계가 있는 것으로 확인되었다. 복지 인식 및 공급 형태에서는 보편복지, 전면무상 복지정책을 지향하는 사람은 세부담 만큼 복지혜택이 돌아올 것으로 인지하고 있었으나, 능력비례 부담, 저부담 저복지, 복지 질의 가치를 선호하는 사람은 부정적인 복지혜택 인식을 보였다. 복지수요에 따른 정책 선호도를 파악하여 정책의 방향과 공급 형태를 개선하여 복지정책이 시민들의 삶에 어떠한 영향을 미치는지 이해하고, 복지제도의 체계에 대한 사회적 믿음을 높이기 위한 다양한 정책적 노력이 요구된다.The fiscal expenditure of the social welfare sector in Korea is the highest among OECD countries, steadily increasing. Despite the fact that a tax increase is unavoidable to cover welfare expenditures, the public has a negative attitude toward welfare tax increases. To alleviate resistance to the welfare tax increase, trust that people can enjoy welfare benefits equal to the amount of tax paid must be based. In order to increase the sense of welfare, it is necessary to evaluate the performance of welfare policies through policy satisfaction, as well as to consider the direction and supply type of welfare policies preferred by individuals to meet the needs of citizens. In this regard, this study examined the policy preferences of citizens in terms of policy satisfaction by sectors in Seoul, welfare policy direction, and supply type. As a result of the study, satisfaction with policies in the fields of housing, education, employment, and culture was confirmed to have a causal relationship with the level of awareness of welfare benefits. In terms of welfare policy direction and supply type, those who pursue universal welfare and free welfare policies recognized that welfare benefits would return as much as the tax burden, but those who preferred the value of burden proportional to ability, low welfare with low burden, and quality of welfare showed a negative effect on the perception of welfare benefits. Various policy efforts are required to understand how welfare policies affect the lives of citizens by identifying policy preferences according to welfare demand and improving the direction and supply of welfare policies and increasing social trust in the welfare system.
