2022년 기준 국민연금은 적립금 규모로 전 세계 3위에 이르는 거대 공적 연기금이다. 이에 따라 국민연금은 UN 등의 다양한 국제기구와 국제 금융 · 자본 연금 시장에서 제기되는 새로운 변화나 움직임 등을 외면할 수가 없다. 2020년대 들어 눈에 띄는 가장 큰 변화는 국민연금이 ESG 투자와 함께 수탁자 책임(fiduciary duty) 활동에 나름 적극적인 움직임을 보이고 있다는 점이다. 국민연금의 이런 적극적인 태도는 그 이전의 (사회적) 책임 투자(socially responsible investment: SRI)에 대한 소극적이었던 입장과는 확실히 구분된다. 본 연구는 ESG의 기본 개념에서부터 출발하여 ESG 투자(지속 가능 투자: sustainable investment)와 스튜어드십 코드의 등장 배경을 정치경제학적 접근 방법으로 분석하고자 한다. 이어 국민연금이 ESG 투자와 함께 어떤 수탁자 책임 활동을 수행해 오고 있는지를 객관적으로 평가해 보고자 한다. 결론에서는 국민연금의 이런 활동들이 어떤 의미와 한계를 지니고 있는지를 비판적으로 점검해 볼 것이다.
The catchwords of ESG investment or sustainable investment have been attracting huge attention among the world. Particularly they are critical in the capital and financial market and business circles. The key subjects and players in this field are institutional investors, specifically public pension funds.
This essay aims at exploring the background and driving forces of ESG investment. It also seeks to clarify the meanings and implications of the public pension’s stewardship code and fiduciary duty. In relation to this, the case of Korea NPS will be analysed in depth.
