분단국가 간 교류협력은 상호 평화 유지에 도움이 되고, 특히 인적자원 분야의 교류협력은 상호 경제적·사회적 발전과 안정에 기여하면서 기능적 파급효과를 얻을 수있다. 이런 측면에서 중국은 지방정부인 푸젠성을 중심으로 양안(兩岸) 간 인적자원분야의 교류협력을 통해 긍정적인 성과를 얻었다. 이러한 양안 간 교륙협력의 성과는 우리의 경우에 적용 가능하거나 시사하는 바가 크다고 볼 수 있다.
양안은 통일을 향해 부단히 노력해왔다. 그 노력의 일환으로 인적자원 분야의 교류협력이 이루어져 왔다. 그 시작점은 비정치적이었으며, 민간주도와 점진적·단계적인 전략적 접근을 통해 긍정적인 성과를 이룬 것으로 평가된다. 특히 중앙정부에서 많은 지원이 있었지만, 지방정부 자체도 지정학적 역사 및 문화적·인도적 차원의 관심과 서로 경제적 이득을 얻는 전략적 접근이 주효했다고 판단된다.
연구 결과 주요 성공 요인은 점진적 접근, 민간부문에서 공공부문으로의 확산 전략, 중앙정부의 적극적 지원과 협조, 지방정부 차원의 적극성, 정책의 전략성 및 확장성 등을 들 수 있다. 이러한 긍정적인 요인은 우리의 남북한 간 인적자원 분야의 교류협력에도 적극 활용하고, 향후 우리 한민족 인적자원 분야의 교류협력 활성화에 참고할 필요가 있다.Exchange and cooperation between divided nation help maintain mutual peace, and in particular, exchange and cooperation in the human resource sector can have functional ripple effects while contributing to mutual economic and social development and stability. In this respect, China has achieved positive results through exchange and cooperation in the human resource field between the two sides, centering on Fujian Province, a local government. The results of such cross-strait cooperation can be seen as applicable or suggestive for Korea.
The both sides of the Taiwan Strait have been working tirelessly toward reunification. As part of the efforts, exchange and cooperation in the field of human resources have been made. The starting point for cross-strait exchange was non-political fields, and today, it can be seen that great achievements have been achieved through strategic policies such as private-led and gradual approaches. In particular, there were support and cooperation at the central government level, but it is believed that the local government's approach to geographical, cultural, humanitarian, and historical levels and strategic approaches to pursuing mutual economic benefits were effective.
This study concludes that the main success factors of the exchange and cooperation between the both side of the Strait are a gradual approach, a strategy to spread them from the private sector to the public sector, active support and cooperation from the central government, activism at the local government level, and policy strategy and scalability. These positive factors need to be actively used in exchange and cooperation in the human resource field between the two Koreas and refer to the activation of exchange and cooperation in the human resource field of our Korean people in the future.
