전세계적으로 신소재/바이오 산업으로서 대마산업의 시장잠재력에 주목하고 있는 나라들이 경쟁적으로 대마를 합법화함에 따라 세계 대마시장은 날로 성장세를 거듭하고 있다. Porter(1980, 1990)의 산업구조분석 및 국제경쟁력 분석 결과 대마산업 종사자와 및 전문가 그룹 간에는 공급자 협상력, 구매자 협상력, 신규진입 위협, 대체재의 위협, 산업내 경쟁강도 등의 내생변수와 정부역할, 기회요인 등 외생변수에 있어서 중요도와 만족도에 대한 인식에 있어서 상당한 차이가 있는 것으로 나타났다. 전문가그룹에서는 특히 정부역할과 기회요인의 경우 중요도가 상대적으로 높게 나타난 반면 만족도는 상대적으로 낮게 나타나 산업계 종사자들의 인식과 대조되고 있다. 또한 IPA 결과에 따르면 중요도는 높지만 만족도가 낮아 우선시정노력이 필요한 2사분면에 해당하는 변수로 정부역할, 기회요인 등을 공통적으로 꼽고 있는 것으로 나타났다. 결론적으로 한국 대마산업의 국제졍쟁력 향상을 위해서는 정부역할과 기회요인을 시급하게 개선할 필요가 있다.As countries around the world pay attention to the market potential of the cannabis industry as a new material and bio industry, they are competitively legalizing hemp. According to the IPA on the determinants of the international competitiveness of the hemp industry, including 5 endogenous variables (bargaining power of suppliers, bargaining power of buyers, threat of new entrants, threat of substitute product or services, and intensity of rivalry among existing competitors) and 2 exogenous variables (government and opportunity). it was found that there were many differences between the industrial workers group and expert group in the perception of importance and satisfaction of those determinants. In particular, it was found that the expert group mentioned that the role of the government and opportunity factors as the variables which have relatively high importance and relatively low performance or satisfaction. However, they commonly evaluated that the role of the government and opportunity factors belong to the quadrant 2 that require prioritized corrective efforts,
In conclusion, to improve the international competitiveness of Korean cannabis industry, Korean government needs to prepare various industrial revitalization measures such as deregulation or legalization and policy support for the hemp industry. In addition, it is necessary to utilize business opportunities arising from the development of global hemp market and related industries by applying new business models and efficient value chains.
