Public organizations surrounding uncertain and dynamic environments need to advance the ability of organizational learning for improving organizational performance and responsibility. Using Organizational Learning and Performance Management Survey of Florida municipal governments, this study attempts to provide a better empirical understanding of the determinants of organizational learning in the public sector. Based on previous researches, we drew a conceptual framework includes structural and cultural factors, and incorporated new factors, network characteristics and performance management systems. The results highlighted that internal network and strategic planning positively influenced organizational learning. Also, we reconfirmed the widely held belief that decentralization and utilization of IT from structural perspectives and risk-taking culture from cultural perspectives had a substantially positive impact on organizational learning.
