이 연구의 목적은 메타분석을 통해 도로사업의 경제적 효과에 영향을 미치는 사업 및 지역특성 요인을 밝히고, 경제적 효과의 지역 간 차이가 있는지 취업유발효과를 중심으로 실증분석하는 것이다. 기존의 선행연구들이 특정 사업과 지역을 사례로 경제적 효과를 추정했던 것과는 달리, 본 연구에서는 지난 10년간 한국개발연구원에서 수행한 50개의 도로사업 예비타당성조사 보고서로부터 자료를 구축하여 메타회귀분석을 수행하였다. 분석 결과를 통해 도로사업 및 예비타당성조사 특성, 사업비와 지역특성의 상호작용항이 지역경제 파급효과에 미치는 영향을 확인하였다. 또한 본 연구에서 중요하게 보고자 한 도로사업이 유발하는 취업유발효과의 지역별 차이를 확인하였다. 구체적으로 도로사업의 시행은 고용자 수 증가 등 지역의 경제성장에 긍정적인 효과를 미치지만, 동일한 사업비를 투입하여 도로사업을 시행한다고 가정했을 때 고용 증진의 정도는 비수도권과 비교하여 수도권에서 더 크고, 도시지역에 비해 농촌 지역에서는 더 낮아 지역 간 차이가 있음을 확인하였다.
This study aims to analyze the factors which influence the regional economic impact of road projects, focusing on the employment inducement effects. To do this, we employed a meta-analysis using the results of a preliminary feasibility study of 50 road projects conducted by the Korea Development Institute (KDI) since 2013. This study confirmed the impact of the characteristics of road projects, such as the costs of road projects and the length of roads. The impact of the preliminary feasibility study characteristics was also confirmed. In addition, we confirmed the gap in the employment inducement effect of road projects by the regions. The road project has a positive effect on regional employment growth in both the metropolitan area and the non-metropolitan area. However, there is a gap in the employment inducement effects between the regions. The road project has a positive influence on economic growth in metropolitan areas, non-metropolitan areas, and rural areas. However, the degree of economic effect is larger in metropolitan areas compared to non-metropolitan areas and relatively low in rural areas compared with urban areas.
