본 연구에서는 소상공인실태조사의 마이크로 데이터를 이용하여 코로나19가 인천지역 소상공인에 미친 영향을 분석하였다. 구체적인 연구 질문은 첫째, 코로나19가 타 지역과 비교하여 인천지역 소상공인의 사업체 수, 종업원 수, 매출액, 영업이익 등의 지표에 더 심각한 영향을 미쳤는지? 둘째, 인천지역 내에서 코로나19의 부정적인 영향이 큰 산업은 어떤 산업인지? 등이다. 실증분석의 주요 결과를 요약하면 다음과 같다. 첫째, 코로나19 경제 충격에 대응하여, 국내 소상공인들은 내연적 측면(intensive margin)의 조정(사업체 지속 상황에서 노동투입을 조정)을 외연적 측면(extensive margin)의 조정(사업체의 지속/폐업 조정)보다 주요하고 선제적으로 사용한 것으로 나타난다. 둘째, 집계적 자료와는 달리, 실증분석에서는 인천지역 소상공인이 사업체수, 종사자수, 매출액, 영업이익 등의 측면에서 다른 지역에 비해 유의하게 피해를 많이 받았다는 증거는 발견되지 않았다. 셋째, 인천지역 내 소상공인의 산업별 코로나19 영향을 분석한 결과를 종합하면, ① 제조업의 경우 코로나19의 영향이 크지 않았고, ② 실제 폐업이 이루어져 사업체수가 감소한 숙박업이 부정적인 영향아 가장 크며, ③ 대면서비스이면서 영업제한에 직접적으로 영향을 받은 스포츠 및 오락관련 서비스업은 폐업까지는 진행되지 않았지만, 매출액 및 영업이익 감소가 뚜렷하게 나타났다.In this study, the impact of COVID-19 on Small Business owners in Incheon was empirically analyzed using micro data from the Small Business Survey. The salient research questions are: First, compared to other regions, did COVID-19 have a more serious impact on indicators such as the number of businesses, employees, sales, and operating profit? Second, which industries are most negatively affected by COVID-19 in Incheon? The main results are summarized as follows. First, in response to the economic shock of COVID-19, domestic small business owners have adjusted the intensive margin (adjustment of labor input while continuing the business) more often and preemptively than and the extensive margin (adjustment of the closure of the business itself). Second, unlike the aggregated data, no evidence was found that Incheon area small business owners suffered significantly more than other areas in the empirical analysis using the DID method. Third, summarizing the results by industry, ① Manufacturing sectors was not significantly affected by COVID-19, ② the Accommodation sector, where the number of businesses decreased due to actual closures, had the greatest negative impact, ③ the Sports and Entertainment-related service sectors which is face-to-face service and directly affected by the business restriction regulation do not show closing the establishments but a clear decrease in sales and operating profit.
