The importance of enhancing pre-service teachers’ competency to implement artificial intelligence (AI) in schools is being emphasized. While efforts have been made to introduce AI into curricula, research is lacking on the direction to consider when designing a curriculum from a systematic perspective. This study explores the development direction for designing a curriculum for enhancing pre-service teachers’ AI competency. After synthesizing the development directions of the curriculum system through literature, case analysis, and expert councils, the Delphi technique was utilized to establish and validate them. As a result, a comprehensive curriculum system was developed including educational goals and content, teaching and learning methods, evaluation, and operation. It was identified that a holistic approach to addressing educational goals and content, which includes a conceptual understanding of AI, AI applications, AI convergence, and AI ethics, is critical. The teaching and learning methods highlighted problem- and project-based learning, practical activities using AI-based tools and technologies, and collaboration between pre-service and in-service teachers. The evaluation methods encompassed assessments of knowledge, application, and the process of AI-related education, as well as evaluations of outcomes and attitudes. With regard to operational aspects, the direction suggests the operation of courses integrated with the curriculum and extracurricular activities including micro-degree, online support systems.
