North Korea continues to increase its nuclear weapon capabilities, while it is also developing its offensive nuclear strategies by announcing conditions for the first use of nuclear weapons. If North Korea threatens to use nuclear weapons before war to achieve any national goal, South Korea's only military response would be to implement the three-axis system by declaring all-out war. As this would mean the extreme option of war, a limited military response, instead of an all-out war, should be given a chance. With these considerations, this study seeks to present the necessity and operation of a preemptive kill chain before an all-out war as a countermeasure to the North Korean nuclear threat.
